  2. Policy Coherence [PCD] for ARD • Making sure development policies: • Do not contradict • Create synergies • In practice reconciling multiple concerns from diverse stakeholders • Horizontally X sectors, Vertically X scales • X jurisdictions: donors/governments/etc.

  3. PCD: origins … well trodden agenda • Conflicts between development policy & security, trade, human rights, etc. • Key examples: often from agriculture! • OECD subs to farmers & exporters • Cotton West Africa • Beef to Abidjan • Trade rules: NTB/SPS, tariff escalation
