Environmental Profiles 2013: Purpose • Provide a useful instrument: • For OCTs, the Member States to which they are linked and the European Commission in the context of the 11th EDF programming process; • For OCTs and the EU, in the frame of post-2013 EU programmes to which OCTs are eligible
Deliverables Comprehensive update of the 2007 OCTs Environmental Profiles: Analysis of: • Environmental situation – Check and incorporate new studies and reports on OCTs Placing emphasis on challenges and vulnerabilities while focusing particularly on new developments since 2006 • Update current policies • Update institutional framework and capacities • Environmental Co-operation experience, regional integration Recommendations provided in the form of action plans (detailed in terms of time needed, funds and human resources).
Work Plan Report to elaborated through: • Desk research • Visits to main stakeholders in Brussels • Visits to member states • Focused Questionnaires • Electronic feedback to draft • Presentations
Process • Consultants are expected to produce 4 reports: • 1) An inception report, detailing the approach and first working assumptions, to be delivered two weeks after the initial briefing in Brussels. Expected date: mdi-October • 2) An interim report of the study, to be submitted for comments to the European Commission, Member States and OCTA by the end of Month 3. • 3) A draft final report, to be submitted for comments to the European Commission, Member States and OCTA during Month 5. • 4) A final report, to be circulated for approval in Month 6. • The interim report, draft final report and final report should all be prepared in both English and French of publishable quality.
