  3. Formula Grants for Rural Areas • Provides funding to States for the purpose of supporting public transportation in rural areas including funding for Tribal, Appalachian region, Intercity Bus and technical assistance programs and services.

Funding Formula Grants For Rural Areas Section 5311 NEW FORMULA AND NEW TAKEDOWNS 83.15% of funds apportioned based on land area and population in rural areas 16.85% of funds apportioned based on land area, revenue-vehicle miles, and low-income individuals in rural areas. $20 million formula program for states in the Appalachian Region $30 million formula and discretionary Tribal Transit Program ($25 M / $5 M) Continues funding for RTAP

Highlights MAP-21 Changes to Rural Program • Eligibility: • Job access and reverse commute projects • Planning • State Administration dropped from 15% to 10% • Established an Appalachian Development Transportation Formula Program (ADTAP) • Tribal Transit Program - Discretionary and Formula New • Intercity Bus In-kind match pilot Program - Codified

New Eligibility Formula Grants For Rural Areas Section 5311 • Job access and reverse commute projects are eligible under this program • Projects must be for the “development and maintenance” of transportation services designed to transport welfare recipients and eligible low-income individuals to and from jobs and employment-related activities. • “development of transportation services” to mean new projects that were not in service on October 1, 2012. • “Maintenance of transportation services” is identified as the continuation of eligible job access and reverse commute projects that received funding under the SAFETEA-LU section 5316 JARC Program, which was repealed by MAP-21. • No set-aside or cap under MAP-21 for job access and reverse commute projects funded under this section.

Appalachian Development Transportation Program (ADTAP) • Title 49 U.S.C. 5311(c )(2) authorizes the Appalachian Development Public • Purpose – Deliver safe, reliable transportation to the Appalachian regions – State Administered Program • $20 Million dollar take-down from Sec. 5311 • 13 States Alabama, Georgia, Kentucky, Maryland, Mississippi, New York, North Carolina, Ohio, Pennsylvania, South Carolina, Tennessee, Virginia and West Virginia

  9. Appalachian Regional Commission (ARC) • FTA will work in conjunction with the ARC to compliment national program objectives: • Increase job opportunities • Strengthen capacity 3. Develop and improve infrastructure 4. Build and develop highway systems to reduce isolation

  10. ADTAP Formula • FTA apportions ADTAP funds based on the guidelines established under section 9.5(b) of the Appalachian Regional Commission Code. • Allocation include each State’s remaining estimated need to complete eligible section of the Appalachian Development Highway System (ADHS)

Eligibility for Tribes Under Section 5311 • Tribes are eligible to receive funding under State Section 5311 formula program • Encourages joint State and Tribal funded transportation projects and services to minimize gaps in transit services in rural areas • Focus on coordination and building Tribal capacity to implement projects – State DOT are our best resource for these grantees

Intercity Bus Intercity Bus In-Kind Match Provision • Each State must spend no less than 15 percent of its annual apportionment for the development and support of intercity bus transportation, unless it can certify, after consultation with affected intercity bus service providers, that the intercity bus service needs of the State are being adequately met – No change • MAP-21 codifies the “Intercity Pilot Match Program” established in March 2007, which permits the cost of an unsubsidized portion of privately provided intercity bus service that connects feeder service to be used as in-kind local match for the intercity bus projects.

MAP-21 Approach To Safety • Broad Safety Partnerships • Industry stakeholders such as public transportation providers, States, and technical advisory groups. • One Size Does NOT Fit All • Recognition of the diversity of public transportation systems across the country. • A “Light Touch” • No additional regulations if already regulated by another Federal agency. • Any new regulations subject to cost/benefit analysis. • Local oversight through a Federal framework.

  16. Next Steps Next Steps • Publish Revise Program Circulars for Notice and Comment • Cross-cutting requirements – rule-making for asset management and safety • Publish National RTAP RFP

QUESTIONS • Benefits of the new planning eligibility ? • What type of planning (studies, etc.) do you anticipate funding? • State Admin reductions – from 15% to 10% what impacts will this have on your agency? • How many of the eligible States currently serve the Appalachian Region with public transportation services? • What type of assistance will State DOT’s need from FTA to implement the ADTAP program? • What issues are State DOT’s encountering with the ICB 15% set aside?  • Are there challenges with expending ICB funds once projects are obligated in a grant?  • How many State Dot's are utilizing or considering the in-kind match provision?
