Day Ahead SCUC vs SCED Difference (Follow Up) • SPP preliminary results on analyzing the SCUC/SCED differences have found the following factors having significant impact: • Violation Penalties • SCUC: values set high enough to encourage the natural economics of the system to commit appropriately around the formulation constraints • SCED: values set high enough to encourage the natural economics of the system to dispatch appropriately around the formulation constraints • Challenge: violation penalties must be higher for commitment than for dispatch. But how high? • SPP proposal: adjust the values of selected SCUC violation penalties so as to minimize relative economic differences between SCUC and SCED • Transmission violation penalty • Status: results are encouraging Bart Tsala

SCED total Energy dispatch ~ 360 MW • Effective impact on transmission breach ~ 1 MW • Out of Merit Margin to provide transmission relief ~ $ 16,000 • Case B: SCUC Transmission Penalty @ $/MW 30,000 • System transmission breach ~ 176 MW • Resource X: not committed by SCUC. SCED total Energy dispatch ~ 0 MW • Effective impact on transmission breach ~ 0 MW • Out of Merit Margin to provide transmission relief ~ $ 0 • System resource ramp violation: increases by ~ 40 MW (no free lunch!) Day Ahead SCUC vs SCED Difference (Follow Up) • SPP preliminary results on analyzing the SCUC/SCED differences have found the following factors having significant impact (continued): • Ramp Rate Models • SCUC: effective ramp rates computed over the dispatch range of the resource as seen between its defined min/max MW values. Fully time coupled commitment valuation • SCED: effective ramp rates computed over the dispatch range as seen from the previous time interval dispatch level. Partially time coupled dispatch valuation • Challenge: resource DA SCED 24-hr dispatch schedule could divert from SCUC as it: • Potentially uses a different effective ramp rate for each hour • Does not anticipate future energy ramp adjustment needs • SPP Proposal: allow for DA SCED to use the same effective ramp rate as SCUC • Status: results are encouraging Bart Tsala

Market Settlement System (MSS) Known Issues • KIL# 745 We have identified an issue in a handful of the settlement statements where the settlement engine is calculating the full amount on final settlement (or resettlement) instead of the incremental (or net) amount. • Net difference between Initial, Final, and Resettlement is incorrect. • 8/11/13 F, 9/4/13 F, 9/5/13 F, 9/5/13 R2, 9/9/13 F, 9/16/13 F, 9/20/13 F, 9/27/13 F • There is no work around for this issue. • This is expected to be fixed in November.   22. Disabling webMirror • SPP has the option to disable webMirror for individual Creating PSEs if they choose. • Submit an RMS ticket to start the process. SPP will respond within 1 week. • MP should begin dual entry of tags to both EIS production tagging and the Market Trials tagging environment once webMirror is disabled. • Be aware that turning webMirror back on will not catch-up transactions. webMirror is triggered upon tag creation.   24. 24.0 Re-pricing Scenario Description • Due to input data issues, systems failures, or other reasons, SPP will sometimes need to re-price some periods of the RTBM • Any potential need for re-pricing will be noted by the RTBM operator each night • Cases will be further analyzed and re-pricing either rejected or passed along to the Operations Engineers to execute the re-pricing process • SPP will make appropriate adjustments to RTBM input data for the period that needs to be re-priced, re-execute the offline version of the RTBM and pass the results to Settlements as substitute LMPs with the Losses and Congestion components as well as the Market Clearing Price of the Reserves Alan Adams

  25. 24.0 Re-pricing Expected Result • SPP re-prices a period of the RTBM • MPs see the substitute LMPs (including all three components) as well as MCPs for Reserves via the Marketplace Portal. • MPs will receive an email notifying them of the re-price. • The email will contain market type, date/time of intervals re-priced, and a link to the Marketplace Portal. SLMP data will be found in the Public tab of the Marketplace portal. • Re-priced csv’s will be noted with an R1 at end of case name • SPP processes the Settlement Statements with the substitute LMPs and MCPs for that period. The MPs will not see this part of the test. Settlement statements will not differ whether an interval has been re-priced. Alan Adams
