UNDP ROMANIA Brief History of Partnerships Mainstreaming Gender/Engendering communications Phase I: 1971-1989 - perceived as donor Main partners: GOVT, NGOs not present in the absence of democratic Civil Society, with Media and Think Tanks serving the political power Phase II: 1989-1999 - gradual decrease in core resources; increase of valuable partnerships/cost sharing – gender component in new projects : GOVT, Private Sector – special support to SMEs; a strong Civil Society in a relatively short time (RAA/UNAIDS –integrating gender); Academia, NHDRs – strong dev. tool – extensive consultations with stakeholders; Think Tanks :SAR, FPDL, Acad of Recent History - Crisis Prevention, Early Warning Reports, NEW ROLE OF A FRESH BORN MEDIA STEPPING INTO THE LIMELIGHT

Phase III: 1999-2006,Partnership at the Center of UNDP work/Consultations a pre-requisite – core resources continuously decreasing – gradual gender mainstreaming process Government,the most important partner-considerable cost sharing, new projects ; Romania – signatory of Millennium Declaration assumed responsibility to reach MDGs by 2015; Committee for equal opportunities established in the Parliament with UNDP’s and the Min. of Labor’s support Partnership not only at the national level – but also regional -international – increased role of Mass Media UN Agencies (also non resident)– RCs role in harmonized UN projects NGOs especially in areas of social inclusion, vulnerable groups but also consulted in the production of NHDRs Private Sector – increased partnership – RC/UN Agencies

FROM EU ACCESSION ONWARDS (From donor to trusted partner/implementor – UNDP AS A CENTER OF EXCELLENCE AND NETWORK OF KNOWLEDGE EU accession should not be interpreted like being the sunset of UNDP’s interventions in Romania, but like a new challenge to re-invent the organization from its very roots starting from the idea that we are still needed and from the organization’s global commitment to progress. In spite of accession there is much to be done to refine development to further extents.

Phase IV: 2007 onwards: increased role of media/gender mainstreaming continues • First Official Development Assistance by the Romanian Government implemented through UNDP – 7.5 mil • UNDP extends Cooperation with international community, global NGOs with local branches/joint UNAIDS-UNDP project with medical institute Matei Bals – gender mainstreamed. • GOVT: Min of SMEs, Commerce and Tourism, Local Municipalities (LA21, Beautiful Romania proj.-gender mainstreamed -post institutionalized young adults, job creation, social inclusion), Min of Ed. &Research, Min of Interior – Emergency Sit. Anti-trafficking, UNODC • National Agency for Roma. • Min. of Env. UNDP GEF, Nat. Forestry Administration;

Still to be done • Gender not yet mainstreamed in UNDP Romania Environment Projects, process started this year; • More precise monitoring mechanisms to be corporately applied at all programme levels; • Excellent cooperation with the media in all areas • New reaching partners in Private Sector and NGOs Future partnerships will enrich UNDP activities in Romania marking a new beginning.
