The Retrofit OpportunityRetrofitting Commercial and Multi-Family Buildings to Create Jobs, Reduce Energy Use, and Save Money
Rebuilding America • Goal: Support an industry to retrofit 40% of America’s commercial and residential buildings – 50 million buildings – by 2020 • How to get the most out of the stimulus package with energy efficiency and how to keep improving efficiency after ARRA.
Rebuilding America • Unique effort to unite all with a stake in energy efficiency through retrofits: • Builder and contractor associations • Manufacturers • Labor union members • Consumer groups • Financial institutions • Energy and environmental advocates
Commercial Buildings • Commercial and multi-family buildings are an important market for energy efficient retrofits. • They account for approximately half of all building energy use. • Three out of four commercial buildings was built before 1990. • Renovated, serviced, and managed by a highly trained and certified workforce.
Commercial Buildings • Commercial real estate represents $6.7 trillion in value, constitutes up to 13% of GDP and employs about 9 million people. • Commercial buildings are income-generating entities. Improving their energy efficiency means improving their value.
Building STAR • Developed as part of the Rebuilding America initiative to jumpstart the economy and create jobs by spurring retrofits of commercial and multi-family buildings. • Building STAR also includes the input of a diverse array of technical experts. • Endorsed by Rebuilding America, The Real Estate Roundtable, Lockheed Martin, Associated General Contractors, National Restaurant Association and 21 other groups.
What is Building STAR? • A rebate program and financing to drive energy efficiency retrofits of commercial and multi-family buildings in 2010 and 2011. • Covers over 20 building systems, materials, and services. • Simple to use and ready to create jobs almost immediately.
Building STAR Impacts ACEEE conducted an analysis of jobs and energy savings benefits of Building STARBy the end of 2011: • 187,000 jobs created • $3.3 billion in annual energy bill savings. • Avoided emissions equivalent to nearly 4 million cars. The energy savings from Building STAR retrofits will save $33 billion over 10 years - $5 for every $1 of rebates.
Energy Efficiency and Jobs • Building STAR is an essential component of a larger package that address all types of buildings. • Residential • Industrial • Commercial • Institutional • Each building sector has unique needs and is serviced by a different workforce.
The Road Forward • Developing and growing the private sector markets to perform retrofits and actively manage buildings is the key. • That requires policies that unlock financing, change utility business models, encourage high performance and high standards, and robust workforce training and labor standards.
