Rebuilding the Government In Iraq AND post-Civil War South
The United States provided assistance to Iraq in an attempt to develop a democratic, stable and prosperous country. Iraq
Iraq • Problems with the Reconstruction: • Months after Iraq invasion, the Defense Department would “ keep inventing numbers of Iraqi security forces…” • This shows poor organization, unrealistic data, and poor attempts to appease public
Problems Continued… • The Rebuilding Effort only rebuilt what was destroyed during the invasion and subsequent looting, i.e. buildings, artwork • Over 50% of this money came from American taxpayer dollars-led to unhappy American morale- slowed income to Iraq- slowed Reconstruction
Still Problems….. • “The government as a whole has never developed a legislatively sanctioned doctrine or framework for planning, preparing and executing contingency operation in which diplomacy, development, and military action all figure.” =Poor planning and poor execution
South • Goals • To rebuild social order along lines of the North • Free labor • Free ballot box • General equality before the law
Conflicts Problems with taxation slowed the progress of rebuilding the government
Congress repealed racist laws • Enrolled African-American troops (13th Amendment) • Declared secessionist slaves free Rebuilding Black’s Reputation
