Strategic Management Support PURPOSE OF THE PRESENTATION • The purpose of this presentation is to: • Demonstrate the model and processes followed at TUT w.r.t. • development of institutional PIs • Share the problems/frustrations encountered during the process • Invite participants’ inputs/comments – ongoing developmental • process

  3. Strategic Management Support THE DEVELOPMENTAL MODEL • Source: Bunting, I & Cloete, N. (2004). Developing Performance • Indicators for Higher Education: A South African Case Study. • Pretoria: CHET. • Adopted the “Hierarchical” model. (Bunting & Cloete, 2004:28)

Strategic Management Support THE DEVELOPMENTAL PROCESS • 2004: Institutional Operating Plan (IOP) contained Vision, Mission, • Goals and Objectives of the newly merged institution PIs&T • 2005: Initiated development of sets of PIs, based on institutional • goals, objectives and Key Performance Areas Doc1 Doc2 • 2006: Produced the first “Indicator and Trends” report; data • based on: • HEMIS reports • Data extracted from ITS through MIS (unreliable) • Annual reports from Faculties and support units (no uniformity, not aligned with goals & objectives) • Development of uniform reporting templates aligned with goals & objectives RT • 2007: Produced the second “Indicator and Trends” report • Insufficient PIs • Mismatch between PIs and (some) objectives • Necessity for review became evident I&T Doc

Strategic Management Support THE REVIEW PROCESS • 2007: EMC decision to review IOP • Workshop with EMC to develop new Vision & Mission • Workshop with BMF to review/amend Vision & Mission and develop institutional goals & objectives G&O • Vision, Mission, goals & objectives refined by a writing task team • 2008: • SMS tasked to develop PIs for goals and objectives KPIs • Workshop with BMF to review Vision, Mission, Goals, Objectives and PIs G&O2 • Development of targets/benchmarks and timeframes KPAs • Ongoing

Strategic Management Support LESSONS LEARNT • The application of the Hierarchical model = Top-down & • Bottom-up process • Refrain from using too many PIs • Simplicity in the wording of the goals & objectives is NB • Guard against disjunction between objectives and PIs • Always keep the purpose of the PIs in mind (link to aims of • the objectives) • Thank you for your kind attention!
