List Certification Criteria for List Administrators • A certification program administered by the USPS National Customer Support Center • Certified List Administrators are posted on RIBBS and represent trusted sources for quality data processing and list rentals • A Certified List Administrator • Leverages best practices in address quality • Performs both a pre-mailing and a post-mailing move update process • Can include a number of solutions such as NCOALink, OneCodeACS, and timely updates from the Corrective Action Required List (CARL)
Our Final Report • Contributions from over 40 participants • 36 page report • Pre-mailing opportunities • Suggestions to facilitate performance based validation • Innovative post-mailing update solution
Final Recommendations • Recommend the USPS consider implementing the List Certification program • Establish an application form for List Administrators to begin the process of becoming certified • Carefully review the suggested Corrective Action Recommended List (CARL) and implement the technology • Establish a list of certified List Administrators and post it on RIBBS
