BLUE SKY ACTION PLAN , 2001-2004 Target: Annual rate of Class II to 80% by 2004 • Major measures: • Promote the proportion of clean fuel energyand enhance low-sulphur coal; Built coal-free area of total approx. 400km2 from 2001 to 2004 • Cut off the all of small coal boilers below tons / hour by 2002 and 10 tons/hour by 2004, boost up central heating network. • Improve the efficiency of dust removal and desulphurization in coal-burning equipment • Implement the total pollutant load control of air emission
