Baseline assessment/planning • WE can now do an analysis of existing capacities and challenges (bottlenecks) to maintain or ensure continuation of services • FOR supplies(commodities), HR (trained), access (geographical) and demand for services within the context of displacement and possible scenarios. This exercise should also help identify areas where with greater inequities that would need first attention. • contingency plan should be ready by now and actions started to ensure readiness and prevent late interventions from partners . • Plan was ready after 3 months, some partners pulled out within 3 months.
Coordination • A clear ‘framework’ under which partners will work with well-defined roles and responsibilities and lead by MOH. • To avoid donor driven demands this should be shared widely, including with donors. • The framework should also articulate the reporting and monitoring aspects (what indicators, what population, with who…). • The framework would also address issues of mapping of partners and resources and accountability….
Availability of guidelines • Initially none hence different approaches e.g CTC • Initiation and advocacy of minimum package enhanced standardization of activities.
IYCN • We are better equipped today to address IYCF issues and programming. • However, this may need substantial work around communication at national and sub-national level to protect and promote adequate practices. • The planning of such activities should also start now to avoid being in the same situation. Clarity for all on Donations issues
Reporting system • Reporting lines, frequency, indicators etc… have to be clear from the beginning (that can be articulated in the framework/plan) to ensure harmonization, • We had serious challenges during last PEV and sometimes were communicating different information internally and externally. • Joint M&E in recommended
Capacity development • Use of OJT approach : intensive support through ‘mentoring team’ as the likely affected areas have probably not received as much support compared to ASAL or Urban. • Support needs to be in all counties • The level of support for capacity development would be defined after your initial analysis of existing capacities and possible impact of PEV.
Inter-sectoral linkages • needs attention to ensure no duplication of efforts and resources and higher impact, through planning and coordination first. • Plan for non food items e.g fuel needs
Investment in nutrition • Willingness of donors: an opportunity for SUN • Sustained momentum of activities in affected areas: after PEV, IDP resettlement
