Sourcing 3.0 Fundamentals • The MyFloridaMarketPlace (MFMP) Sourcing Tool is currently used by the Department of Management Services’ Division of State Purchasing to issue formal competitive bids • Sourcing 3.0 will go live on February 28, 2011 • This training provides you with key information about “What’s New” in Sourcing 3.0, including how to receive and respond to Division of State Purchasing bid opportunities
Sourcing 3.0 Fundamentals • Vendors register for the Sourcing tool as part of their ‘Vendor Information Portal’ (VIP) account registration / maintenance activities • Simply select the ‘View / Edit Solicitation Selections’ option from the ‘I want to’ dropdown list to launch the ‘Solicitations / Price Quote Requests’ page
Sourcing 3.0 Fundamentals • Vendors can update their ‘Solicitation’ preferences by selecting ‘Yes, I want to participate in electronic solicitations’ • Selecting ‘Yes’ also provides vendors with solicitation notifications from the Vendor Bid System (the State’s central posting tool for agency solicitation documents)
Sourcing 3.0 Fundamentals • Vendors are also able to ‘View / Edit Commodity Codes’ associated with their VIP and Sourcing account by using the ‘I want to’ dropdown list and navigating to the update page • Account updates are sent nightly from VIP to Sourcing 3.0 • You should complete any registration updates at least 48 hours before a bid submission is due • Once updated, vendors are sent ‘courtesy e-mail notifications’ when a solicitation opens with their registered commodity codes

What’s New in Sourcing 3.0? • Easier Access for Vendors: Vendors' usernames and passwords will now match their Vendor Information Portal (VIP) username and password • "Join vs. Preview" functionality: Vendors will be able to "preview" event information to determine if they want to bid or "join" the event in Sourcing 3.0 • Promotes Transparency: Sourcing 3.0 includes a “Public Access" view - without a username or password. Simply click the “Public Access" button to view Open events
What’s New in Sourcing 3.0? (Username / Password) • Vendors' usernames and passwords will now match their Vendor Information Portal (VIP) username and password • This will be effective with Sourcing 3.0 go-live on February 28, 2011
What’s New in Sourcing 3.0? (Join vs. Preview) • “Join” vs. “Preview” functionality allows vendors to review an event and make a decision as to whether they would like to “opt-in” to the event • Joining events enables vendors to choose the events they prefer to be a part of, and to only receive subsequent Sourcing 3.0 courtesy e-mail notifications about those events • “Joining” an event adds the vendor to a given event, and alerts them to any associated updates (e.g., addendums, event edits, etc.) Division of State Purchasing creates solicitation and associates it with one or more commodity codes Division of State Purchasing publishes solicitation Vendors registered with the associated commodity codes in VIP receive a courtesy e-mail notification about the bid Vendors log into their Sourcing 3.0 account and have the opportunity to “Preview” the bid and decide whether or not to “Join” the event
What’s New in Sourcing 3.0? (Join vs. Preview) • Public Access view does not require a username or password • Clicking the ‘Public Access’ button allows customers to view all ‘Open’ events • The Public Access view will include a ‘Preview’ option for each event • Note: Vendors cannot respond to solicitations while viewing events from ‘Public Access’; to join an event, vendors must be logged in under their specific Sourcing account Event 1 Event Description Event Description Event 2 Event Description Event 3
What’s New in Sourcing 3.0? (Join vs. Preview) • When a vendor logs into Sourcing 3.0 with their username and password, there is a view that shows: • “My Events” (those events that the vendor has already joined) • “Public Events” (events that have at least one of the vendor’s listed commodity codes, but the vendor has not currently decided to “join” the event) Event 1 Event 2 This area will include a short description of the event. Event 3 To join the event, make sure to click the ‘Join’ button next to the Public Event listed (this will show on the page that launches after logging into your account with your Sourcing username and password)

Accessing Events • Click Sourcing 3.0 to access your login screen • When prompted with the login screen, enter the same username and password information that you currently use for your VIP account • If you have forgotten your username or password, you can use the ‘Forgot Your Password’ link on VIP to reset it or contact the MyFloridaMarketPlace Customer Service Desk at VendorHelp@MyFloridaMarketPlace.com or (866) 352-3776 for assistance • Please Note: When you reset your username / password in VIP by 6 p.m. Eastern Time on a given business day, you will be able to login to Sourcing 3.0 with that username / password information the next business day • You should complete any registration updates at least 48 hours before a bid submission is due

Responding to an Event There may be events that you join that are still in a ‘Preview’ period Even while an event is in a ‘Preview’ period, you have the opportunity to download or print event materials (using the buttons above) The clock at the top of the screen will show the remaining time until the bid is open for responses
Responding to an Event To submit a message during an event, click on the ‘Event Messages’ link on the navigation panel On the ‘Event Messages’ page, there is a ‘Compose Message’ button you can use to send a message to the event owner
Responding to an Event The ‘Compose New Message’ screen provides a text box for you to type a question to the event owner After typing the question / message, click ‘Send’ to transmit the message to the event owner
Responding to an Event When responding to an event, the ‘Event Details’ checklist / navigation menu facilitates the submission process Make sure to complete each area listed (including the link to ‘Review and Accept Agreement’) The ‘Review Event Details’ page allows you to view summary information about the event and also allows you to download or print event content
Responding to an Event The ‘Review and Accept Agreement’ link displays the terms of the bidder agreement You must accept to submit an official response
Responding to an Event The event clock shows you the time remaining in your event We strongly encourage you to submit your bid prior to the last day of the event Test Event Depending on the particular event, there may be multiple line items / lots to respond to (Notice that the menu includes an option to ‘Select Lots’ if appropriate) Enter the price information and then click ‘Update Totals’ to reflect the updated Extended Price Click ‘Save’ as you go to regularly save information
Responding to an Event Test Event REMEMBER: Clicking ‘Save’ does not submit your response You must click ‘Submit Entire Response’ for the bid to be formally submitted
Responding to an Event Test Event Test Event Clicking on ‘Submit Entire Response’ will prompt a confirmation box You must click ‘OK’ to proceed Once you click ‘OK,’ you will see a message at the top of the event that says “Your response has been submitted. Thank you for participating in the event.”

Responding to an Event Test Vendor Vendor Contact This is a sample screen that would show for a vendor that clicks ‘Response History’ in their navigation menu This shows a vendor’s submission time and current status (“Accepted” meaning that the bid has been submitted through the system.)

Accessing Historical Events • You will not have access in Sourcing 3.0 to Historical Sourcing events your company submitted (specifically events submitted prior to 2/28/11) • Should you need to access a previous submission, please contact Vendor Help at: VendorHelp@MyFloridaMarketPlace.com or by phone at (866) 352-3776 • The MyFloridaMarketPlace Customer Service Team will work with the Department of Management Services to provide you a response
