  2. Management Response NCAS/NASA Audit 1064/6/2010–4/8/2010 • Root Cause: • Misunderstanding of the careful evaluation of education, training, skills and experience given by Project management at the start of each and every Project at SSL, to achieve the Project quality objectives. 2 of 4

Management Response NCAS/NASA Audit 1064/6/2010–4/8/2010 • Action Plan: • Completion Date:4/7/10: Appropriate training records are being captured after training for all Project personnel. • The data is available at Project QA.No analysis of training completed will be conducted to determine competency of training, because the training is performed by an official NASA training center, at JPL. Training requirements for work being performed or work to be performed is flowed down via a Project contract. All critical training for flight workmanship has been completed and is adequately and appropriately documented. (Refer also to Finding 026). Management Response NCAS/NASA Audit 1064/6/2010–4/8/2010 • Action Plan: • Other Training at SSL • Employees encouraged to be trained- Online courses (Cal, UCB, ICE, EH&S)- Certificates copied to personnel file- Continuing Education is available through UCB Extension. - Project Managers must review training before hiring • SSL Training - Project documents- NASA documents- ISO documents- EH&S policies- Engineering Peer Reviews - Design Reviews (FPGA, FSW, GSE) - Analog signal conditioning- Quality seminar- RM, CM, LL, Parts qualifications, Logistics, - Attending Peer Reviews as a reviewer- Lessons Learned at • SSLSSL Lessons Learned- Database on FTP site- SSL Employees contribute- Engineering seminar presents LL periodically- Incentive for employees to contribute • All Project personnel has access to NASA Lessons Learned, via the internet (http://llis.nasa.gov/nasasearch/llis/browse/). No analysis of training completed has been conducted to determine competency of training. No analysis of training requirements for work being performed or work to be performed is being done. No ISO 9001:2000 training has been given to the workforce. When implementing ISO 9001 compliant Quality Management Systems, the workforce must understand the clauses in the ISO standard in order to effectively implement the standard. ISO training also informs the employee in how ISO affects their work environment. • AS9100 • 6.2.2 • Competence, Awareness and Training: The organization shall • a) determine the necessary competence for personnel performing work affecting product quality, • b) provide training or take other actions to satisfy these needs, • c) evaluate the effectiveness of the actions taken, • d) ensure that its personnel are aware of the relevance and importance of their activities and how they contribute to the achievement of the quality objectives, and • e) maintain appropriate records of education, training, skills and experience (-> Control of Records 4.2.4) 4 of 4
