  2. Use of Green ICT in infrastructure development and Economic modeling of the Public Sector; the case of Kenya

  3. Green ICT Efforts in Kenya Introduction Climate change is a reality and easily noticed now more than ever before. It has also been widely agreed that efforts and investment should be applied to mitigate the negative climate change.

  4. Green ICT Efforts in Kenya Introduction • There has been increased deployment, application and use of ICT infrastructure in recent history worldwide. • ICTs have become de-facto drivers of modern economies and livelihoods in both established & developing economies.

Green ICT Efforts in Kenya Initiatives • All Buildings to be fitted with solar panels for lighting and powering ICT Systems like data centres/ server rooms • Road and other constructions to provide way leaves for ICT and other utilities • Construction of Eco-friendly buildings e.g use of trans lucent glass for walls & roofs

  6. Green ICT Efforts in Kenya Initiatives – Examples • Trans-lucent glass roof and walls. E.g. Ngong road green house. • United Nations Environment Programme (UNEP) eco-house in Gigiri Nairobi. • Way leaves for infrastructure & utilities through permanent conduits. i.e • Thika-Nairobi super highway. Power line, fiber-optic cables and water/sewer lines.

Green ICT Efforts in Kenya Initiatives • Distribution of telecommunication lines moved from wooden poles to concrete poles saving forests. • Deployment of wireless & underground distribution channels i.e. canopy. • Adoption of Broadband over power line. • Type approval of equipment to ensure only eco-friendly devices are used.

Green ICT Efforts in Kenya Initiatives • Regulatory intervention to ensure CC sensitization of the public and operators • Introduction of the WEEE-C for recycling and increased collection/recovery Points • Initiatives for vendors and operator take back responsibility increased- Nokia/Saf. • Extended useful life of the devices by controlling age of imports.

  9. Green ICT Efforts in Kenya Sector policies and Acts • Compliance to e-government policy by all public entities. Reduced use of paper. • Academic programs to train on ICT & adopt ICT initiatives e.g. E-Learning. • ICT based monitoring and evaluation models like ISO certification, strategic planning and Performance contracting.

  10. Green ICT Efforts in Kenya Sector policies and Acts • Licensing and authorization of the E-Transactions bill. e.g. signatures • Goods clearance and tracking online at ports. Reduced demurrage time & costs. • Collaborations among entities like Anti-counterfeit, KEBs, KAA and police to deal with the anti-counterfeit products.

Green ICT Efforts in Kenya Setting up of Institutions Institutions below are established by the Acts of Parliament and empowered to address compliance including ICT. • National Constructions Authority - 2013. • NEMA and KEBs. Environment and goods • Kenya National Accreditation centre. • Anti - counterfeit agency – ACA -2010. • Cybercrime policing & K-CIRT team.

Green ICT Efforts in Kenya Latest interventions • National constructions authority;- Established under an Act of Parliament to ensure all developments among other requirements, should meet the eco-friendly requirements and provide for ICT adaptability applications e.g. solar heating, lighting and energy efficiency. • Website; http://www.nca.go.ke

  13. Green ICT Efforts in Kenya Latest Innovations • WEEE – Waste Electrical and Electrical Equipment centre;- Has been established to help in the collection and recycling efforts. Has put up branches in major cities and is making great impact. • Website;http://www.weeecentre.go.ke

  15. Green ICT Efforts in Kenya Conclusions • ICT is accepted in Kenya as the pillars in moving the country to full potential, industrialization and self reliance. • The country is on track 4 Green initiatives for ICT and by ICT. • The Regulatory efforts should be enhanced to ensure compliance.

  16. Green ICT Efforts in Kenya Recommendations • Need for more entities to join the ICT savvy bracket for broader adaptation. • Adoption of PPP models in combating negative CC & ICT adaptation. • The tempo picked in adaptation should be maintained.
