Goals • Increase GDP growth and employment • Improve infrastructure • Build physical and social security • Reduce urban stress; improve quality of life
GDP Growth and Employment • Need to find sectors which • Have high returns/sq ft, given real estate costs • Use Mumbai’s natural advantages of professionalism and commercial culture • Are non-polluting and environment friendly Surprise! Mumbai’s GDP growth lags both that of Maharashtra and the country
Obvious Focus of interest • Financial services – Mumbai as a global financial center • Media – could become the media hub of Asia • IT and ITES • Fashion and Merchandising • Pharma, Biotech and Gene Therapy
Infrastructure – Town Building Increase supply of land by integrating Mumbai Port Trust, Defense, Mazagaon Docks, BARC, IPCL and HPCL lands; recycle existing lands Co-ordinated public transport (rail/subway, road, water) Augment water and power Expand sewage and drainage; modernize solid waste management and disposal Fast track social housing Heritage and conservation
Social Security • State/Central government to pay out of taxes generated by Mumbai • Linked to vocational training/skill development • Use modern methods like biometric recognition • Physical security, Police reforms • Can provide employment in skills development, disaster management and actual security • Police reforms bill pending in Parliament
Health, Education and social services • Increase doctor/patient and hospital bed/citizen ratio • Upgrade all educational facilities to international standards with a focus on free education up to standard 12 • Special plans and laws for seniors and handicapped citizens • All of the above will create employment opportunities

We Need - A Structural Change in Leadership MUMBAI NEEDS AN INDEPENDENTLY ELECTED FULLY EMPOWERED CITY GOVERNOR / MAYOR / WHATEVER Police and city agencies will report in to the city governor (not the State government or municipal corporation)
Mumbai – And India needs a Change In Governance It should be bottom up – i.e., citizens should speak to ward officers who should speak to representatives who should instruct the bureaucrats accordingly – and accountable LokSatta is committed to this type of local self government, with a live model currently active in the Juhucorporator ward
Where’s The money? Mumbai contributes about 50,000 cr annually to the centre and state; against that it receives about 1,500 cr a year (3%) Other states received 30.5% of their contribution back Mumbai MUST get the same treatment 15,000 cr a year for 15 years works out to 225,000 cr, about what McKinsey has estimated as the necessary capital outlay for the plan
