790-862 MHz BAND (DIGITAL DIVIDEND I) • Analogue Terrestrial Television was switched-off at 29 October 2012 • Digital Terrestrial Television (DTT) coverage = Analogue Terrestrial Television coverage (93% territory, 98% population) • Replaning: DTT has been moved to the band below 790 MHz
790-862 MHz BAND (DIGITAL DIVIDEND I) Decision C(2013) 4613 of the European Commission of 23 July 2013: • The derogation requested by Lithuania on 31 October 2012 pursuant to Article 6.4 of the RSPP is hereby granted until 16 June 2015 for the sub-band 820-821 MHz and until 30 June 2013 for the rest of the 800 MHz band. • Lithuania shall submit by 31 October 2013 to the Commission a report on the implementation of this Decision.
790-862 MHz BAND (DIGITAL DIVIDEND I) No more 2x10 MHz for one user. The coverage obligation for the first double block (2x10 MHz): Wireless data traffic speed of at least 4 Mbps for 95% of households in rural areas by 2020.
790-862 MHz BAND (DIGITAL DIVIDEND I) RRThave announced an auction for granting the rights to use radio frequencies from the 791-821 MHz and 832-862 MHz radio frequency bands • The participants will be rated only according to the bid price. The winners of the Auction will have to implement terrestrial systems capable of providing electronic communications service. • The winner of the first lot will have to provide high-speed broadband services to at least 95 per cent of rural households by 2020. • The Auction documents were registered until 8 August 2013. • Three acting mobile operators (Bite Lietuva, Omnitel and Tele2) were confirmed as bidders. • Multi-round biding phase of the auction is in progress.
694-790 MHz BAND (DIGITAL DIVIDEND II) RESOLUTION 232 (WRC‑12): resolves 1. to allocate the frequency band 694-790 MHz in Region 1 to the mobile, except aeronautical mobile, service on a co-primary basis with other services to which this band is allocated on a primary basis and to identify it for IMT; 2. that the allocation in resolves 1 is effective immediately after WRC‑15;
2500-2690 MHz BAND Three operators are authorized: over 20 LTE base stations are in operation. In the second half of 2013 we are going to launch an auction for a 10 MHz duplex frequency band and a 50 MHz frequency band. The relevant legal acts are already being prepared
OTHER DEVELOPMENTS • Two mobile operators have launched LTE base stations in GSM bands • 1452-1492 MHz and 2310–2390 MHz bands are going to be prepared for wireless broadband systems • Authorization of 3600-3800 MHz band: the portion of the band (3670-3800 MHz) has not been taken up by operators due to the lack of demand
CONCLUSIONS • 790-862 MHz band (digital dividend I) is free of usage, the auction is launched. • 694-790 MHz band (digital dividend II) is under consideration. • 2.5 GHz band has been authorized. An auction for the rest part of the band in the second half of 2013. • 1452-1492 MHz and 2310–2390 MHz bands are going to be prepared for wireless broadband systems in two – five years. • In total about 1780 MHz spectrum is used (will be used shortly) for wireless broadband.
