Specific Suggestions • Adopt ISO-NE’s proposed approach to calculating and allocating tie benefits except tie benefits should be calculated incrementally for tie points starting with High Gate or alternatively after HQ Phase II. The rationale for this proposal is simply that the incremental value of an additional tie point should be allocated to that tie point. Consistent with FERC’s Orders in EL02-61 and EL02-70 if the tie point is financially supported through RNS then the allocated benefit is socialized, if the tie point is not financially supported through RNS then the allocated benefit goes to the entities financially supporting the tie point.
