Calculation for Individual Tie Line Benefits • Use ISO-NE proposed methodology • Summation of tie benefits contributions assigned to individual tie(s) will be equal to the total tie benefits calculated • All existing ties are considered to have equal rights in allocating individual tie benefits • The simple average of the tie benefits values calculated under different states will be used for each tie in the allocation process • Distinguish the tie benefits contributions associated with different external control areas • Include Transmission Constraints in the calculation • ISO-NE commitment to make improvements outlined in Next Steps
Modeling Additional Control Areas – PJM & Ontario • Follow ISO-NE Proposal • Do not model PJM and Ontario in detail • Model the Neptune Cable from PJM to Long Island and associated generation contract as a generator on Long Island • Review situation periodically as Transmission Constraints in External Control Areas are relieved
Modeling External Constraints in Neighboring Control Areas • Use methodology outlined by ISO-NE
Modeling Internal Transmission Constraints • Model Internal Transmission Constraints based on the 13 Sub Areas as defined in the RSP • Consistent with calculation of Local Sourcing Requirements and Maximum Capacity Limit • Tie Benefits have priority over Internal Generation (MR1 sec. III.13.2.7.3) • The priority of Tie Benefits vs. Internal Generation is on the list of items to be discussed later in this process and should not be considered as part of the Reserved Issues
Next Steps • Expand the use of the MARS Model • Include Transmission Constraints in the calculation of ICR • In the LSR/MCL Calculation: • Model all of the individual ties to the External Control Areas to their appropriate interconnection point • Include transmission constraints • Develop a Schedule for these Next Steps
