What is the Compressed Air & Gas Institute? • Non-profit, 501(c)(6) association • Membership comprises manufacturers of compressed air system equipment • Formed in 1915 • Focused heavily on technical and educational activity • Mission: The united voice of the of the compressed air industry, serving as the unbiased authority on technical, educational, promotional, and other matters thataffect the industry.

Performance Standards • CAGI develops, or participates in development of, many standards related to compressed air systems. • Standards for Testing and Rating (performance standards) are particularly important • ISO 1217 for positive displacement compressors • ISO 5389 for turbocompressors • ISO 7183 for compressed air dryers • ISO 12500 series for compressed air filters • BL 5389 for blowers • Strong preference for international standards • Partnership with PNEUROP • Secretariat of relevant US TAG
Performance Standards • Latest Standard: CAGI BL 5389 for Turbocompressor Blowers • Wire to Air, Package Performance • Specific Power • Simplified Test Code Proposed to be an Annex to ISO 5389 • Part of Broader Standard to Cover PD and Dynamic Blowers (BL 300, Tentative) • Free Download on CAGI Website
Performance Verification • Standard Datasheets to Report ISO 1217 Performance (Package Specific Power) for PD Rotary Compressors • For Refrigerated Dryers, Datasheet Based on ISO 7183 • Datasheets restricted to use only by participants in program • Participation in the program is voluntary • Datasheets posted on manufacturer websites
Performance Verification • Data Verified by Independent 3rd Party-Intertek • Compressors –5-200 HP rotary compressors • 11 Participants, and additional entries to the program are expected to bring participation to 12 in 2014 • Random testing of VSD compressors has begun • Oil free models added in 2014 • Scope expanded down to 5 HP in 2013 • Dryers –200-1000 SCFM • 5 Participants, and additional entries to the program are expected to bring participation to 8 in 2014

Potential DOE Regulation • January 2013 – DOE issued statement of potentially including compressors under Part A, of Title III of the EPCA or the Energy Policy & Conservation Act • January 24, 2014 – DOE issued notice of public meeting and the Rulemaking Framework Document was released • Hearing was rescheduled & held on April 1, 2014 • CAGI submitted a document addressing the points of interest, input, or concern • CAGI committed to supplying statistics, inputs, recommendations to assist the DOE consultants on this project
Potential DOE Regulation Timetable: Somewhat aggressive • Now-Nov 2014: define the framework and rule(s) • Dec 2014-Nov 2015: Preliminary analysis and stakeholder impact. Compressor Manufacturers, distributors, compressor users, suppliers will be interviewed • Nov 2015-July 2016: Establish final rule & effective date • July 2016-June 2021: • Statutory time required for compliance. • July 2016 Effective Date for the regulatory rule to be finalized – or the “the clock starts” • June 2021 or the Compliance Date –all must be in compliance or face penalty.
Potential DOE Regulation Final Thoughts: • Coordination with EC Lot 31 activity. • Not unanimity among energy efficiency advocates. • Great Uncertainty, on many levels.
Compressors – EMPLI Project • What is EMPLI? • Objective • Participants • Where do compressors fit? • CAGI Position: Standards and Process Must be Aligned with DOE Activity • CAGI Supports objective and is working to advance project. • The Board approved the project and the member companies agreed to support the initiative • Engineering Work on standards, methods, tiers • Data collection and analysis
Compressors – EMPLI Project • Initial Product: Rotary positive air compressors (screw & rotary vane) 5-100 hp • CAGI members will initiate development of a tiered program for defined scope of compressors – • Target to a baselineplus a minimum of 2, maybe three tiers • Will use a tier or level structure vs. bronze-silver-gold so the bar can be raised as newefficiency opportunities develop
Compressors – EMPLI Project • CAGI agreed to add isentropic efficiency ratings to the data sheets • Will help in the tier classifications • Alignment with Europe Lot 31 • Some caveats / concerns: Cannot use isentropic efficiency alone to select equipment • CAGI started a very aggressive scatter diagram of “package specific power” performance, or power in – compressed air out.
Compressors – EMPLI Project • Next steps: • Definition of Gaps/Barriers by July 2014 • We do NOT anticipate issues or gaps • Select proposed tier or level breaks after further analysis • All sections coordinating activity (regular conference calls with CAGI staff for updates on DOE Rulemaking, EC Lot 31, and EMPLI projects)
Personnel Certification Program • Developing Personnel Certification Program for System Assessors (auditors) • Goal: Help users / owners / operators of compressed air systems identify compressed air system assessment professionals who possess the necessary expertise to properly conduct assessments. • Based on ASME EA-4 Standard and Related Guidance Book • Developing a Training Program as Well as Certification / Exam • Training in Conjunction with CAC
Personnel Certification Program • Initial Focus: Full Assessment (audit) • Possible Expansion • CAGI Certifying Body • To Be Accredited by ANSI to ISO 17024 Standard
