Overview • What is an RTP? • SB 375 (SCSs/APSs) • Links between LAFCOs and RTPs • What are TCAG and Tulare LAFCO doing?
Regional Transportation Plan • A federally required long-term (at least 20 years) transportation planning document [23 CFR 450.322] • Updated at least every 4 to 5 years • There are additional state requirements [GC section 65080] • Are developed by Regional Transportation Planning Agencies (RTPAs)
SB 375 / SCS • SB 375 requires that every Metropolitan Planning Organization (MPO) develop a Sustainable Communities Strategy (SCS) to be included in the RTP • While every county is in an RTPA, 21 counties are not in an MPO
SB 375 / SCS & ACS • The California Air Resources Board (ARB) must release final greenhouse gas (ghg) targets by September 30, 2010 • If the SCS can’t achieve the ghg targets then an Alternative Planning Strategy (APS) must be prepared by the MPO
Links between LAFCOs and RTPs • GC section 56668(g) requires LAFCOs to consider the region’s RTP • GC section 65080(b)(2)(F) requires MPOs to consider SOIs in the development of the SCS
What is TCAG (Tulare County Association of Governments) doing? • TCAG is a single county COG, MPO, RTPA and Transportation Authority • Currently developing the 2011 RTP (will be adopted in July, 2010) • Does not include an SCS because ARB’s final ghg targets are not yet released (will be included in the 2015 RTP)
TCAG / Tulare LAFCO coordination • Tulare LAFCO has elected to transfer staff services from the County’s planning department to TCAG effective July 1, 2010 • We’ll have no excuse not to have a coordinated effort in addressing the RTP/SCS and SOIs
