  2. Summarize why England wanted to regulate colonial trade. • Describe colonial government. • Explain how the liberties of the colonists were limited.

  3. I. England Regulates Trade A. Belief that colony exists for the benefit of the mother country B. Mercantilism 1. Economic theory 2. A nation becomes strong by keeping strong control over trade 3. Nation should export more than it imports

  4. C. Navigation Acts 1. Regulates trade between England and its colonies 2. Ensure that only England benefits from colonial trade 3. Only Colonial or English ships could carry goods to and from the colonies 4. Tobacco and cotton could only be shipped to England

  5. 5. Helped colonists 6. Encouraged them to build ships 7. Colonial merchants did not have to compete with foreign merchants 8. Many colonists resented them as they favored England 9. Became ignored or were manipulated around

  6. II. Trading in Rum and Slaves A. Yankees – merchants from New England, clever and hardworking B. Triangular Trade 1. Three legs of the route form a triangle 2. Many New England Merchants grew rich 3. Often disobeyed Navigation Acts 4. New Englanders smuggled in cargoes from the Dutch, French, Spanish West Indies 5. Bribery very common

  7. III. Colonial Government A. Governors directed colonies affairs and enforced laws B. Except for RI and CT, all governors were appointed by the king C. Elected Assemblies 1. Legislature – a group of people with the ability to make laws

  8. 2. Upper House – advisors appointed by the governor 3. Lower House a. Elected assembly b. Approved laws and protected the rights of citizens c. Right to raise or spend money

  9. D. Right to Vote 1. Each colony had its own rules 2. In some colonies, only Protestants or members of a particular church 3. By 1720s ALL colonies had restricted the right to vote to white Christian Males over the age of 21 who are property Owners

  10. E. A Bill of Rights 1. After the Glorious Revolution 1688, Parliament removed the English king and asked William and Mary of the Netherlands to rule 2. Signed English Bill of Rights a. Protected the rights of individuals b. Trial by jury c. Ruler could not raise taxes or an army without approval of Parliament

  11. IV. Limits on Liberties A. Women 1. Father or husband to protect her 2. Could not start a business 3. Could not sign a contract 4. Unmarried women and widows had more rights B. Africans and Native Americans had no rights
