Short Term Training Scheme under MSDE: Pradhan Mantri Kaushal Vikas Yojana (PMKVY) Flagship Scheme to provide free of cost skill training to youth and to recognize the prior learning of workforce The scheme has three components of training under which cost of training is borne by Ministry of Skill Development and Entrepreneurship (MSDE): Short Term Training (STT): Fresh skilling of dropouts & unemployed youth through 200-500 hours of training programmes Special Projects: Short Term Training with focus on inclusive trainings for populations with special needs Recognition of Prior Learning: Recognising existing skills through certification via 12-80 hours of training programme. Short Term Training (STT) (in lakhs) 22.0Certified 11.8 Placed 27.3Trained Job Roles under PMKVY STT • There are total 133 job roles in 24 sectors for short term training under PMKVY including: • Baking Technician in Food Processing • Make-up artist in Media & Entertainment • Plumber, Fitter, Electrician, Sales Executive etc.

Framework for Training of Prisoners Inputs Output Existing Facilities/ Infrastructure Workshops/ Machinery such as Electrical, Carpentry, Machining & Turning which are already there at place can be used for training prisoners • Further Assistance • Trainers- Experienced trainers from DGT institutes and ITIs may be deputed for short duration training programmes (both engineering and Non-engineering) for the inmates within the prison premises. • Special Training programmes / Tailor made courses for women may also be identified. • Industry Linkage- The machinery may be donated by the big industry houses under CSR activity Easy Rehabilitation of Prisoners Training will help Prisoners to begin their career after their sentence is over Skilling Training in Soft skills and digital literacy will be provided under Skill India Mission of Govt. of India

Way Forward Successful trainees will be awarded NCVT Certificate For training of Women prisoners, non engineering trades in Apparel Sector may be got affiliated inside the Jails under CSR activities of the Industry The courses of appropriate duration would be designed and approved by DGT These ITIs will be affiliated with NCVT with relaxed norms The workshops may be developed into full fledged ITIs after adding required machinery and Short-term/ tailor-made technical training may be provided

  13. Training Experience NSTI- Ludhiana NSTI Ludhiana has vast experience of providing short term/ tailor-made technical training to employees of various Govt. Establishments such as Naval Dockyard, Ordinance Factories and Railway/ Public Sector Units such as BHEL It has imparted training to Ludhiana Police in Soft Skills, Behavioral Skills, Computer Awareness & Motor Vehicle Maintenance etc. ITIs in Jail- Jaipur and Bikaner ITIs have been opened at Central Jail Jaipur and Bikaner by Dept. of Technical Education for inmates, to help them find employment opportunity once their sentence is complete and they get released Inmates have been positively and actively enrolling in 1 to 2 years of training in courses like Fitter & House Wiring, Carpentry, Cutting & Sewing, Diesel Mechanic and Computer Operator & Programming Assistant (COPA)

Training Experience SDI Scheme in Haryana Under SDI Scheme, approx. 2000 inmates were trained during session 2009-12, in eight District Jails of Haryana including Ambala, Karnal, Palwal, Kaithal, Kurukshetra, Sonipat, Jind, Hissar The courses for which training was imparted are: Welder, Electronics, Turner and Stenography. Kaushlya Vardhan Kendra Scheme Director Employment and Training, Gandhi Nagar (Gujarat) has initiated this scheme under which training programmes, having duration of 1 to 3 months, are being run for prisoners in Jails/ sub-Jails with the purpose of rehabilitating their lives Trades include Basic Wood work, Industrial Sewing Machine Operator, DTP & Print Publishing Assistant, Gas welder, Beauty Therapist, Spoken English and Soft Skills, Computer Fundamentals, Basic tailoring etc. Total 1905 prisoners have been trained

  16. NSTI (Women) Shimla launched short-term training programme in convergence with Central Jail- Kanda (Shimla) In convergence of NSTI (W) Shimla with Central Jail during September 2018. 20 inmates male were trained in one week's short term course on Best stitching practice.
