Implementation of the state order According to the Government Decree of the Republic of Kazakhstan No. 1469 of November 21, 2012 under the state order of the budget program 055 “The scientific and/or technical activities”, the programme 100 “Programmed financing”, the specifics of 149 “Other services and work” on the basis of agreement for research No. 2025 of November 26, 2012 to the amounts of funding in 2012 JSC “National Centre for Scientific and Technical Information”, undertook a work to establish a Database for innovation and patents 2

Creation of the Database • The Database for Innovations and Patents is an informational array of science intensive technology and inventions aimed to commercial implementation, public access to which is provided on the National Research Portal www.nauka.kz • Forming the base is done by systematization the data displayed and registered in NCSTI accounting documentation on research projects to determine the quality of the results in terms of: • patentability • level of inventive concept • decent level of patent research • number of security documents, obtained as a result of R&D • economic, social and environmental performance 3

Result of work for 2012 • All incoming reports on R&D, according to the State Rubricator of Scientific and Technical Information (SRSTI) were divided into four areas: • Social Sciences • Natural & Exact Sciences • Engineering & Applied Sciences. Branches of Economy • Interdisciplinary Problems • During the period from November 26 to December 31, 2012 we analyzed 1643 Research Report. As a result, for the public use we posted a database at the National Scientific Portal www.nauka.kz containing information on the results of 420 R&D that have a positive impact (availability of security documents) 4

Continuation Work continues on by the systematization of data displayed and registered in NCSTI’s documentation on research projects Every day for the duration of the works already formed database of commercially and socially attractive for scientific research, innovation and patents is being updated with new data focused on the commercialization of scientific and technological activities. The Fund of accounting documents on research has been generated since 1994. The total number of records registered from 1994 to January 30, 2013 is 24,345. Accounting documents are kept in electronic and/or hard copy For the period 2013-2014 systematization of the whole fund of documents on research is scheduled 6

Continuation Subsequent comprehensive analysis of the database of innovations and patents will give qualitative and quantitative measures of the intellectual potential of the country, both economic and social On patentable research results without legal protection, we work on the preparation and mailing of information with recommendations on the possibility of further patenting procedure and demand for assistance for leaders of the implementing organizations Marketing informationon sectors of the national economy is available and is conforms to priority areas of science. These will be beneficial for the Database users who perform analysis onpatent and market research. 7

Comprehensive Analysis • One of the most important indicators of the effectiveness of research and development is the patenting activity. • Analysis Structure : • Security documents issued in Kazakhstan for industrial property • The impact of research conducted under in the scientific & technological programs of the Republic Kazakhstan • The distribution of R&D, with patents on priority areas • The relative patentability of priority areas • Dynamics of changes in the rate of patentable results of scientific research on priority areas • The use of fund of documents on research generated in NCSTI, to assess the level of patenting will enable the formation of ideas about the competitiveness of certain sectors of the economy and scientific and technical products 8

Information support • Marketing review on some sectors of the Kazakh economy, that are relevant priority areas of science: • Power engineering • Deep processing of raw materials and products • Information and Telecommunication technology • Life Science • Intellectual capacity of the country • Review structure • Basic indicators • Trends • Leading companies • Quantitative indicators Also, information on neighboring countries will be presented from Passport Industrial of Euromonitor International 9

Collaboration Members functional responsibilities TheNetwork of Republican Center for Technology Transfer (Belarus) and Network for Promotion of Innovation of International Center for Scientific & Technical Information (Russia) For JSC “National Agency for Technological Development” we provide service on marketing expertise of innovative projects and on Justification of project concepts for commercialization of technologies: • Technical expertise of projects • Recommendation of strategies of project commercialization • Business plan drafting 10

Electronic Market for Innovation http://www.invest.nauka.kz Communication platform for the intersection of supply and demand for innovation, where all interested parties can register the details of their offers / needs for new technologies • Search/fundraising for the further development of the project: • expanding the functionality of the Web-portal • activities to attract new users to the communication platform 11

Impact • The implementation work is aimed at achieving the following results: • Initiating partnerships between actors of innovative business • Development of information resources and services that promote objective perception of science in business, confidence in various areas of business cooperation • Ensuring efficient search of technology partners and highly qualified personnel in the area of ​​interest • In general, the work aimed to facilitating the commercialization of scientific research, organization and evaluation of the results of scientific and technological activities, presentation and promotion of scientific and technological innovation and Kazakh scientists. 12
