CELDT Transition Activities • The CDE plans to replace the CELDT with the English Language Proficiency Assessments for California (ELPAC) system by 2015–16. • The ELPAC will be developed to be aligned to the 2012 English Language Development (ELD) Standards. The CELDT was based on the 1999 ELD Standards. • The 2012 ELD Standards are aligned to the California Common Core State Standards for English Language Arts.
CELDT Transition Activities(cont.) • The 2012 ELD Standards have three proficiency levels (Emerging, Expanding, Bridging) whereas the 1999 ELD Standards had five (Beginning to Advanced). • If additional funding is approved, the ELPAC will include an initial (diagnostic) screener to serve the initial identification test purpose. • The annual summative test will be moved to the spring. It will be used to measure the level of English proficiency and progress in learning English.
Developing the ELPAC Considerations • Grade/grade spans • Annual testing window • Performance levels • Purpose and use of test results • Diagnostic Screener • Summative Assessment • Test delivery method • Paper/Pencil • Computer based
Proposed ELPAC Timeline • Analyze item database (Spring 2013) • Develop new test blueprints (Summer 2013) • Select a vendor to develop/customize ELPAC diagnostic screener (Fall 2013) • Field test ELPAC diagnostic screener (Fall 2014) • Field test ELPAC summative (Spring 2015) • Operational ELPAC diagnostic screener (2015–16) • Operational ELPAC summative (Spring 2016)
Key Considerations for the Future • Valid, reliable, and fair assessments • Age- and developmentally appropriate • Cost containment for state and local educational agencies • Appropriateness for accountability system • Minimize testing burden • Maximize test information on language development to support access to the Common Core State Standards
