Due to an economic expansion in 2011, an extra 500 million have been allocated to expand government programs. • Discuss and agree on spending money on one of the following: • 1) New Sports Stadium • 2) Improving System of Public Schools • 3) Improvements to Transport System • 4) Spending on new military, technology, and equipment  • 5) Marketing plan to attract foreign investments • 6) Build a new hospital and medical facilities Task

  3. Taking on the role of the Ministry of Defense, how can we effectively use this $500 million to improve the existing military infrastructure and technology to combat terrorism and protect our country, therefore improving internal security and external defence? Scenario

X-Ray Scanners help to identify bombs and prevent them from being brought into the MRT stations; this reduces the risk of terrorism in the MRTs. • Singaporeans heavily rely on public transport, and terrorists could make use of that reliance to harm the people. Terrorism is a very serious problem that threatens the safety and internal defense of Singapore, thus more measures must be taken to prevent terrorism. • In China, this is done in China subways, where passengers are subjected to security inspection using metal detectors, X-Ray machines.   5. Lowers risks of crime around the neighborhoods such as gang fights or hit-and-run and other more serious crimes. Frequent patrols will also cause terrorists to fear being arrested by patrolling officers who catch them red handed placing a “suspicious item” in public areas. • Set up the Resident’s Committee (RC) for every few blocks of HDB flats. The committee will  help to form patrol teams consisting of resident volunteers to patrol around the area at least twice a week, this helps prevent crimes such as loan-shark activities. Each patrol team will be supervised by a police officer. Monetary incentives will be given to hardworking residents by the recommendation of the police officer. Then they will consequently patrol that area as these are places where crimes occur the most. The committees can install security cameras if necessary to help monitor areas such as the void deck of a HDB flat or in the car parks so as to prevent car theft.

To improve our navy force, so that in times of crisis, the naval base can handle, house and repair more boats • Singapore is an island encompassed by water, therefore our navy needs to be strong in order to counter sudden attacks from pirates or other countries. It will also be essential to patrol our waters to ensure nobody trespasses into or out of Singapore, for example, illegal immigrants.  It will also become a serious issue should terrorists smuggle explosives ,weapons duty free or contraband goods into Singapore via sea.   10. Purchase more naval patrol boats equiped with technology such as heat sensors and radars, so that pirates and trespassers will be detected, and pursued by the naval officers. Proposal 3: Expand naval base and navy

  11. Introduce more team building activities and more real life experiences. This unites Singaporeans so that they will do their best in defending Singapore as they have a common sense of identity and will therefore create more power for the Singapore army. • Use funds for more overseas trips to places like Taiwan and Australia for jungle training; not to repeat the same mistake as the British during WWII and also for live firing.  These resources are not available in Singapore due to the lack of space here.   12. Create a secret resistance forces so that in the event of surrender of Singapore, they can continue to fight back. This force comprises of carefully selected individuals after numerous rounds of elimination, and they are required to sign an anti-corruption contract before joining the force, so that they will serve Singapore to the best of their abilities and not be overcome by greed.   13. Currently there are 89 operating MRT stations in Singapore. An average luggage scanner costs $14000. To shorten the queues for luggage scanning, there will be 5 luggage scanners at each MRT station. Hence, the total cost will be: 89*5*$14000 = $6230000 (6.23mil) The officers manning the luggage scanners will be from SMRT. Budget:

  16. The average price of a patrol yacht/ boat is 1.5-1.7 million. • If we purchase 100 patrol boats, the total cost of the boats will be: 100*$1500000= $150000000 (150 million) Budget
