  10. ACCELERATED IRRIGATION BENEIFTS PROGRAMME (AIBP) Accelerate implementation of ongoing irrigation projects Provide financial assistance to States for completion of projects in advanced stage Commenced in 1996-97 after Cabinet’s Approval on 30-10-1996

AIBP (contd..) • CRITERIA • Projects costing more than Rs.500 crore in advanced stage of completion • Inclusion of another project considered on completion of one project • Assistance to large projects for phased completion • Priority to projects on which more than 50% cost incurred • Priority for inclusion in the programme • Projects benefitting Tribal/drought prone areas • Inter-State Projects • Projects with larger irrigated area per unit of additional investment

CRITERIA Projects having investment clearance from Planning Commission Only Grant Component released by the Centre Loan Component of the Assistance to be raised by the States themselves State Governments to enter into MoU for each project indicating balance cost, year-wise phasing of expenditure, balance potential and target completion date

AIBP(contd..) • KBK districts of Orissa to be treated at par with special category States • MI Schemes with potential more than 100 hectares in non-Special Category States with preference to drought prone and tribal areas which wholly benefit dalits and adivasis to be treated at par with Special Category States for funding. Such areas to be identified in consultation with the Planning Commission • Surface minor irrigation schemes (both new and on-going) of special category States and KBK districts covered under the Programme

AIBP(contd..) • ERM projects can be included subject to certain conditions • Reforming State - the State to revise water rates to meet full O&M costs at the end of fifth year • Categorized Reforming States – Andhra Pradesh, Gujarat, Jharkhand, Madhya Pradesh, Maharashtra, Orissa and Rajasthan
