  2. Goals of the Transfer • Establish a single water quality agency • Provide comprehensive technical and financial assistance to the regulated community • Improve the efficiency and effectiveness of drinking water, groundwater, water recycling and water quality programs.

  6. Field Operations • 2 Branches • 5 Regions • 23 Districts (+1) • Responsible for carrying out DWP’s program objectives • District staff interacts with water systems and other local partner agencies

  7. District Responsibilities • Perform all permitting, inspections, and enforcement activities for assigned water systems. • Maintain relationships with regulated water system personnel and understanding of local water supply and quality concerns/issues. Provide technical assistance. • Evaluate the technical aspects of all funding projects, meet with systems, consultants, and develop support for needed projects • Oversee and evaluate LPA SWS programs. Provide technical assistance.

  8. Disadvantaged Communities • Limited access to skilled operators/managers • Not enough revenue to operate • Isolation makes consolidation very expensive

  9. Natural Natural Disasters Earthquakes, Wildfires, Mudslides, Flooding, Drought, Water Quality Emergencies Conduct damage assessments, evaluate water quality results to confirm safety of supplies

  10. Emergency Funding • Prop 84 & PWS Drought Emergency Funds • Combined Effort of DDW & DFA • DDW Responsible for Identifying Projects • Documentation of Need & Proposed Solution. Formal Request for Funding

Potable Reuse • Water Code Section 13563 Requires the Water Board to: • Investigate feasibility of developing water recycling criteria for direct potable reuse • Develop and adopt Water Recycling Criteria for surface water augmentation • Convene an expert panel to provide advice …….By December 31, 2016

Expert Panel Charge • Advise on public health issues and scientific and technical matters related to: • Developing surface water augmentation criteria • Feasibility of developing criteria for direct potable reuse • Assess additional research needed for establishing criteria for direct potable reuse
