  3. History of Reciprocity Efforts • Discussed for Decades • Examined by AAMVA, NHTSA, MSF, Etc. • Past Approach: • Reciprocity between state driver license agencies • While the exchange of driver licenses between states is universal, acceptance of rider education has not been embraced.

  4. A New Approach • Forget reciprocity between state driver license agencies. • Embrace the approach of exchange / reciprocity between state rider education programs. • Removes the state driver license agencies from the equation.

A New Approach, cont. • A formal agreement between all participatory state driver education programs for the exchange of course completion cards and other documentation. • The state rider education program will accept course completion cards and other documentation from the rider. • The state will verify the course completion information.

  6. A New Approach, cont. • The state will issue their own course completion card and other documentation as if the rider completed the rider education program in their state. • The rider will then take the new course completion card and other documentation to the state driver license agency for issuance of a motorcycle license / endorsement.

The Process Present VA Motorcycle Safety Course completion card/documentation to the MD Motorcycle Safety Program Successfully complete VA Rider TrainingProgram Course MD Motorcycle Safety Program issues new card/documentation as if the Rider Completed in MD. = Rider presents new documentation to the MD MVA for new motorcycle license / Endorsement as if they completed in MD.
