Purpose of Briefing • Increase the awareness of important roles and urgency of telemetry and to seek global collaboration in meeting global telemetry needs • Current telemetry band do not meet current demand for bandwidth • If telemetry needs are not addressed NOW, lack of telemetry can result in serious impacts until resolved • Delay, cost impact, risks of program failures, impact on public safety, national security, national economy, national competitiveness • Telemetry needs to be harmonized at a regional or global level (ITU WP 8B) WRC Agenda Item 1.5 “To consider spectrum requirements and ... spectrum allocations for aeronautical telecommand and high-bit rate aeronautical telemetry” Worldwide Telemetry Spectrum Usage

  6. Telemetry Aeronautical Telemetry Process of making measurements on an aeronautical vehicle and sending the measurements to a distant location for analysis Telemetry: Process of Measuring at a distance for test and analysis purposes. Not for operational purposes.

Airline operations Maritime borders & shipping surveillance Aerospace Defense TT&C SpectrumMgt IT industry Spectrum and National Economies • Radio spectrum isa major economic resource and national infrastructure to technology-based nations • Use of radio spectrum for research, development and certification of aircraft, missiles, rockets is growing about 10% per year Spectrum for aviation and aerospace R&D becoming unavailable Major industry sectors are affected

Impact to Economy • Affect ability to develop and certify new aircraft, weapon systems, UAVs • Affects cost and schedule – for example, 1 flight test delay costs $1M in the USA alone • Potential cost impact and loss is huge • Cost to USA $5B per year by 2015 • Costs to private industry unknown • Estimated to be $1M per week in the USA alone Costs must be passed on to citizens • Higher airline tickets Reduced travel • Increased weapon systems tests Reduced public service, Higher tax • Aviation Safety Reduced air travel • Limited R&D Dependence, Loss of market entry

Impact to Aviation Safety • If telemetry bands not secured, aviation safety will be challenged • US has completed studies and found that the following bands are usable for flight test Telemetry in the air-to-ground direction only • 5 091 – 5 150 MHz • MLS has not used 5091-5150 MHz • No impact to aviation even if MLS is ever to operate in the band • 4 400 – 4 940 MHz • Numerous Fixed and Mobile military systems • Coordination with fixed satellite and terrestrial microwave • Continued improvement of aviation safety without impact to aviation safety bands • 5 925 – 6 700 MHz • Coordination with fixed satellite service and terrestrial microwave • Continued improvement of aviation safety without impact to aviation safety bands

  13. Impact to Your National Security • Delays in fielding of weapons can affect military readiness • Significantly increased costs might limit national defense capability • Harmonized telemetry will ensure the timely accurate and cost effective testing

Current Status of Agenda 1.5 Candidate Bands Bands studied within ITU-R WP 8B 4400 – 4940 MHz [5030] 5091–5150 [5250] MHz 5925 – 6700 MHz ITU-R WP 8B concluded that Due to technical constraints and technology that is not mature, bands above 16 GHz proposed for study will no longer be considered under this AI Declared Bandwidth Requirements US – 650 MHz France – 100 MHz -1GHz United Kingdom – 105 MHz Liaison statements to other working parties approved Sharing Studies are completed

YOU NEED TO: • Form a telemetry working group to represent your nation’s interests • Determineimportance of telemetry to your nation • Collaborate to estimate your nation’s telemetry needs • Review the ITU-R WP 8B papers (especially draft CPM report) on AI 1.5 • Participate in the AI 1.5 Working Groups at ATU and in Geneva

ITU & Working Party 8B Events • Mid September ´06 Compatibility & sharing studies completed • 2006 end Draft CPM text prepared by expert group • February ´07 Final review of draft CPM text at ITU Geneva Last opportunity for intervention! • Write-up and publishing of the final CPM text • October/November´07 Decision at the World Radio Conference´07 at ITU

  18. If You Don’t Take Action, What Happens? • International Community will move on without your concerns and inputs. • Some nations will suffer for a long time from the lack of telemetry • Economy • National security • Aviation safety • National competitiveness

  19. US Total Range Requirement Routine Daily Testing 443 MHz +/- 20 MHz + 394 MHz +/- 15 MHz System-of-Systems = 836 MHz +/- 35 MHz Total B/W Required - 215 MHz Less Current Allocation = Additional B/W Needed 650 MHz

Main WP8B Results • Flight test telemetry can be available in all studied bands • These bands are already occupied by other services and have to be shared on a non-interference basis • Services to be protected are Fixed Satellite Services Radio Astronomy Microwave Landing System (MLS) Airport RLAN • Aircraft payload telemetry (including UAV) is not considered here. On short term basis the requirements can be fulfilled in already allocated bands to the Mobile Service.

  21. Main WP 8B Issues • How to achieve this non-interference sharing with other services? • Flight test telemetry systems will have to comply with some restrictions, e.g. power limitation per transmitter adapted aircraft antenna pattern frequency coordination between ranges • Limitations are under study and will be decided by WR´C07 after final band állocation in November ´07
