Born out of the 9/11 Commission report recommendations • Part of the Middle Class Tax Relief and Job Creation Act • Enacted February 22, 2012 • Established the First Responder Network Authority (FirstNet)
Nationwide wireless data network for public safety • Think “4G” for public safety • Provides additional features commercial networks don’t • Priority + Pre-emption • Dedicated spectrum • Increased reliability
Nobody is required to use the network FirstNet will basically be an additional “carrier” that public safety entities could choose to use Business model + pricing is yet to be determined
Just beginning to take shape • LOTS of details to be determined • Unlikely to see true FirstNet for a few years
Likely composed of 3 layers • Dedicated Spectrum (D-block) • Existing cellular networks • Satellite network
FirstNet will coordinate planning with each state • Coverage areas of the network • Hardening, security, reliability, and resiliency requirements • Assignment of priority to local users • Assignment of priority to private entities • Training needs of local users
State & Local Implementation Grant Program – SLIGP • Governance & needs assessment • Education & outreach • Asset identification • Carrier network assessment • Technology utilization survey • ND awarded $1.1M
Governance through SIEC • Emergency Management Association represented by Karen Kempert • Program management through ITD • Most work using contractors • RFP awarded to Televate
Direct engagement • 53 counties • 4 Tribal nations • Secondary users • Single point of contact needed • Leverage 911 coordinators • Need someone who knows “everyone” in their Public Safety community
Carrier Assessment – Fall ‘13 • Distribute phones for signal / speed data • Run regular routes and hot spots • Give FirstNet data on what is currently not working • Starting a pilot with NDHP
City/County Kickoff Meetings – Late Fall • Organize public safety leaders • Provide Q&A • Start gathering info on each counties emergency plans
FirstNet Consultation • Fall ’13 • Direct engagement from FirstNet board members and staff with ND Public Safety • Need to define what our priorities are, what potential partnerships could be
