Shared Audits David Harrison 20th. June 2013 SurveySafe
Committee and Input • Andrew Marsh AME • David Harrison GAND • Thanks for previous input by : • Chevron • Woodside • Vessel Owners
Not Covered This presentation does not address Audit requirements, or OVID Report contents • OCIMF Oil Companies International Marine Forum • OVID Offshore Vessel Inspection Database • OVIQ Offshore Vessel Inspection Questionnaire (Inspector) • OVPQ Offshore Vessel Particulars Questionnaire (Vessel Owner) • OVMSA Offshore Vessel Management Self Assessment (Vessel Owner)
Audits Status • IMCA CMID Audits are still carried out and shared. • The preferred Audit, regarding the Oil Majors, is OVID • The OVID database resides in London with OCIMF. • Present OCIMF membership (Companies) 98 • As of May 2013 OVID database comprises of: Number of Vessels 5772 Number of Vessels covered by OVID Inspections 2978 Number of Vessel Operators 946 Operators with Published OVMSA 88 Operators commenced online OVMSA 286 Number of Inspectors 561
Present Situation • OVID reports are called for and managed by Oil Major’s where the findings are published through the OCIMF database, however there are some issues. • Audits are controlled through OCIMF • OVID is not readily available outside of OCIMF • OVID cannot be commissioned by a vessel owner • Vessel owners are not allowed to keep a copy of an OVID on the vessel • Potential Legal issues if a published OVID is used outside of OCIMF
Way Forward • Is the present OVID setup allowing reports to be easily and readily shared. • Can an Oil Major request an OVID at Vessel Owner’s cost. • Review an easier method whereby a Vessel Owner can use the latest OVID as part of their promotion based on Safety. • Vessel owners can be allowed to request and publish an OVID through an approved independent third party.
