PURPOSE • To provide the National Youth development Coordinating Forum with a synopsis progress report on Youth Development and Programs in the Province. • To share KZN youth Programs in mainstreaming Youth Development in the Province. • To seek buy in from Partners on youth Development issues in the Province.
BACKGROUND • The Province of KwaZulu-Natal has established the Youth Chief Directorate responsible for the coordination, facilitation and monitoring the implementation of Youth programs. • The activities of the Youth Chief Directorates could be summarised as follows: • Lobbying and advocating for integration and mainstreaming of youth development in all spheres of government, the private sector and civil society. • Initiating, implementing, facilitating and coordinating youth development programs. • Monitoring and evaluating youth development intervention across the board and mobilizing youth for active participation in civil society engagements.
Unemployment • High Drop-out rates • Poor reproductive health and substance abuse • Lack of access to sporting activities • Lack of social cohesion • Inadequate framework for youth work and weak youth development machinery • Issues affecting the youth
ANALYSIS cont… • Youth between the age of 15-34 constitutes more than 42% of the total population in the Country. • 32.4% Youth aged between 15-24 years were Not in Employment, Education or Training (NEET). • 33.5% of graduates aged15-24 years were not employed • Only 30% of youth employed. • 10.2% of graduates aged between 25-35years were also unemployed • The vulnerability of Youth in the labour market prompted the Provincial Government to prioritize the implementation of Youth Development Programmes. (Stats SA (Labour Force Survey: First Quarter:2018)
CHIEF DIRECTORATE STRUCTURE To be the centre of Governance, providing leadership towards achieving KZN Vision 2035
FOCUS AREAS UNTIL 2019 FEBRUARY • Finalize the Youth Development Strategy and the KZN Youth Policy. The Strategy’s aim is to re-align all government programs with the aim of repositioning its focus and ability to influence youth empowerment in Government and Private sector programs • Finalize the Monitoring and Evaluation Plan for the Youth Policy and the Strategy and report based on the strategy • Facilitate the establishment/revival of Youth coordinating structures Provincial/District and Local Level for further planning, monitoring and ensuring participation of youth • Enter into an MOU with YES
RECOMMENDATIONS • Finalization of Youth Policy and Strategy, • Youth Development Strategy and Monitoring and Evaluation Plans. • Implementation of Youth Flagship Programmes - Sukuma 10 000 and Youth Empowerment Fund Establish and revive Youth Co-ordination structures. • Mainstream Youth programmes in all Departments, Municipalities and Public Entities – • Coordinate the consolidated Quarterly Reports on Youth empowerment, Youth Set Asides, and Youth Employment to the Office of the Premier.
