The Current ES Market in Belgium • Multitude of small players: Small to medium sized very technically oriented Engineering Bureaus • A few larger ESCO’s that are essentially Facility Management Companies, subsidiaries of Energy Groups (Dalkia, Axima…) • A handful of “Third Party Investors” (Green Invest, TPF Econoler…), including one Sustainable Development Bank (Triodos) • Fedesco: integrated ESCO for (captive) federal public building sector working with federal Building Agency • Niche markets (e.g. energy monitoring and bookkeeping, relighting, cogeneration, solar power…) served by a few small or larger players • No national register of ESCO projects • No national organization or federation grouping ESCO companies (as exists for Maintenance as well as Facility Management) Immature Market, No signs of consolidation
Recent ESCO market developments • Generalist Banks (Fortis, Dexia…) are positioning themselves as Third Party Investors • In general, to gain new and retain existing customers • In niche markets, in collaboration with engineering bureaus (e.g.) • Larger ESCO’s, as well as Fedesco, are moving towards Energy Performance Contracting, but without a national framework or model contracts • Engineering Consultants tap into growing business (e.g. Altran Europe) • Renewable energy services growing, but ROI strongly depending on regional subsidies and green certificates • Regional and Local ESCO initiatives, wanting to learn from Fedesco (City of Ostend, Flemish Region (for Schools)…) • Federal public fund for low income households (currently hardly active) • Still very “technical” market with lack of “service development”
Summary on Fedesco • Initiative of Belgian Federal Government • SA (Ltd.) of public Law • Creation: 4 March 2005 • Operational : 1 September 2005 • Goal: reduce energy consumption in public buildings • Reduce GHG emissions • Financial Savings (Current energy bill = ± € 150 Million) • Belgian state = 100% shareholder (via Federal Participation and Investment Company) • Capital : € 6,5 millions • Loan capacity with state guarantee: € 10 millions • Role: facilitate, coordinate and pre-finance energy saving measures in (federal) public buildings: “Integrated” ESCO & Third Party Financer • Services/Engineering & Banking ! • Outsource services and projects to private sector • Current objective: Turnover of € 35 millions over the next 5 years
Working principles • Fedesco works exclusively for the federal administrations and other federal organizations and institutions (Royal Decree of 9 Jan 2007) • Fedesco does not have to compete with private actors and applies the rules of public tendering on behave of the (internal) customers • Collaboration with the (federal) Buildings Agency (“Owner” and “Manager” of buildings) • Fedesco assures the overall coordination and outsources the majority of different steps to the private sector : • Selection of buildings (from list of 1800 buildings) • Quick Scan of possible measures (measure, cost, savings, ROI) • Realization of Studies and Technical Specifications • Public tendering procedures • Pre-financing of suppliers • Follow-up of realization of works • Fedesco assures the follow-up of energy consumption, energy savings and annual reimbursements

Achievements by Fedesco • Still limited number of investments and services contracted • 2006: € 300k • 2007: € 1,5 M planned • 2008: € 3,5 M ??? • Development of 4 standard services • Quickscan (fast audit based on standard checklist) (many done, 25 ongoing) • Energy Care service (3 years) (15 to start soon) • Energy Monitoring & bookkeeping (currently selecting system) • Sensibilization campaign for occupants (currently under development) • Two major Cogeneration studies (no decision yet) • 2 PV Solar Panel projects ongoing (3.200 m² and 10.000 m²) • Gained recognition as innovating ESCO and for stimulating market • Developing standard Energy Performance Contracting service (Knowledge transfer from Berlin Energy Agency) • Developing standard indoor relighting service (public tender end 2007)
Current Obstacles • Complex federal organization model, thus complex sales process • Administrations are occupants pay energy bill’s and thus are supposed to reimburse third party financing • Federal Building Agency (federal administration depending on Ministry of Finance) is owner (or renter) and manager of buildings • Fedesco is a public independent ESCO without real leverage having to “internally” sell its projects to the Administrations, coordinating with and getting approval from the Buildings Agency • In some case Private Owners • Complex and long investment and administrative cycle • Incompatibility between multiyear TPF and annual budget of state and administrations + Restrictive budget laws and rules • Unclear rules on who finances what between Fedesco, BA and Admin. • Sale of public buildings • Lack of objectives and motivation by Management of Admin’s • Current political situation : Still no new government after 120 days
Proposed solutions • Currently trying to get certain elements included in new governmental agreement • Address issues and obstacles with new Minister(s) • Put Fedesco in the pilot seat • Agree to multi year investment scenario outside of Administration’s budgets • Define overall and “per building” investment budgets • e.g. overall 7 year ROI = ± 150 Million • Define clear rules on who finances what between Fedesco, BA and Administrations • Implement Energy Performance Contracting with pooling of buildings • Involve Fedesco in case of sale of buildings and fixes rules and investment scenarios concerning energy saving measures

Plans for the next 6 months • Address and start tackling current obstacles with new government ! • Invoice and collect income from 2006 and 2007 projects • Find budgets for 2008, e.g. for cogeneration • Continue developing Energy Performance Contracting • Launch first phase of sensibilization campaign on “energy savings on the work floor” • Install first energy monitoring and book keeping systems • Implement first Energy Care services • Negotiate deal and - if finalized - coordinate implementation for 10.000 m² PV Solar Panels investment by private sector • Install 3.200 m² of own Solar Panels
