BASTUN Latvian Presidency July 2018 - July 2019

BASTUN is a strategic partner of CBSS and collaborates with BSPC, working towards political and social influencing, joint projects, and raising issues in the Baltic Sea Region. The Latvian Presidency focuses on fair labor conditions, social dialogue, trade union density, and data protection. The Decent Work Conference will address Nordic companies in the Baltics and ILO's supervisory mechanisms.

Baltic Sea Trade Union Network-BASTUN • 22 Trade Union Confederations in the Baltic Sea Regionrepresenting 11 million trade union members • Network goals: • political and social influencing, • coordinating joint projects; • raising issues related to the Baltic Sea Region within the international trade union family BASTUN is a strategic partner of the Council of Baltic Sea States (CBSS) and cooperates closely with the Baltic Sea Parliamentary Conference (BSPC)

Latvian Presidency: • The Work Plan for the Latvian presidency 2018-2019 was introduced at the Spring meeting 2018 in Stockholm • Participation in CBSS Coordination Group on Labour and Employment, 27-28 September in Stockholm • The BASTUN Autumn Meeting 2018 on the 2nd and 3rd of October, back to back with the NFS conference on Decent Work in Riga • The BASTUN Spring Meeting 2019 on the 4th of April in Hamburg

Priorities of the Latvian Presidency • Mobility of labour under fair conditions and prevention of social fraud • focus not only on equal conditions for workers but on the responsibilities of enterprises with cross-border activities • Strengthening social dialogue and working for more balanced representation between trade union and business interests - practical methods for developing collective bargaining on sectoral level and exchanging best practices on how to engage employers in the process

Priorities of the Latvian Presidency • Strengthening trade union density and organising in the Baltic Sea region • main focus on discussing organizing and recruiting members in an increasingly individualized society utilising the possibilities of digitalisation. • discussion on the impact on organising of changing labour markets considering the structures of platform economy. • Data protection in trade union work - implementation of best practices in handling the New EU directive and protecting trade union member data

Decent Work Conference, 2-3 October, Riga • The event precedes the World Day of Decent Work being marked 7 October • The theme of conferenceis aiming on the first pillar in the Decent Work Agenda and will, in a Nordic-Baltic perspective, focus on Nordic companies in the Baltics, OECD:s Guidelines for Multinational Enterprises and ILO:s supervisory mechanisms

High level participation: • Sharan Burrow, General Secretary of ITUC, on Fundamental labour rights and International Labour Standards • Pierre Habbard, General Secretary of TUAC, on Inclusive Growth and Decent Work • JānisReirs, Minister for Welfare, Latvia, on Labour Rights and Labour Market Regulation • ArtūrsKučs, Justice of the Constitutional Court of Latvia, on Fundamental labour rights in the Baltic region – An overview • Kari Tapiola, Special Advisor to the ILO Director-General, on ILO International Labour Standards • trade union experts from Latvia, Lithuania, the Nordic countries and the European Trade Union Confederation (ETUC)

Cooperation • BASTUN will participate in trade union discussions in terms of Baltic Sea affairs. • BASTUN will influence political processes in terms of Baltic Sea issues in cooperation with ETUC, NFS and PERC and Nordic sector trade union confederations. • BASTUN meetings and activities will be open to different trade union actors. The aim is to maximize the coordination and information exchange between different trade union actors.

International dimension • BASTUN will continue to follow the work of the Baltic Sea Labour Forum as an observer and promote trade union interests. • BASTUN will participate in the relevant meetings of the CBSS and represent trade unions of the Baltic Sea region. • BASTUN will assist the BSPC and CBSS in continuing to develop a tripartite forum for social dialogue in the Baltic Sea region. • Cooperation with: Baltic Sea Parliamentary Conference (BSPC) Barents Euro-Arctic Council (BEAC) Nordic Council of Ministers (NCM) and Nordic Council (NC) European Union (EU) Institutions

  13. Latvian Presidency • One of BASTUN’s tasks is to support and coordinate joint international projects that have a social or political impact on the region. The projects are an operational tool to influence social development of the Baltic Sea region. • BASTUN will keep track on the trade union projects in the Baltic Sea region, with a special regard to following up on: - the NFS project on Workers’ rights in the Baltic States; - the Baltic Organising Academy (BOA)
