  2. IOWA HEALTH AND WELLNESS PLAN Beginning January 1, 2014, coverage will begin for the new Iowa Health and Wellness Plan. Applications will be accepted beginning October 1, 2013.

  3. IOWA HEALTH AND WELLNESS PLAN • Basic Eligibility Guidelines • Age limit is 19-64 • Cannot be eligible for other full Medicaid coverage groups • Cannot be eligible to receive or enrolled in Medicare

  4. IOWA HEALTH AND WELLNESS PLAN • Basic Eligibility Guidelines • Income limit is 133% of the federal poverty level for the household size • Cannot be pregnant • Dependent children must be enrolled in Medicaid, CHIP, or health insurance

  8. IOWA HEALTH AND WELLNESS PLAN • Individuals who have access to cost-effective employer sponsored insurance (ESI) coverage under Iowa’s Health Insurance Premium Payment (HIPP) Program may receive premium assistance when their income is no higher than 133% of the FPL for the household size.

IOWA HEALTH AND WELLNESS PLAN Estate Recovery Members are subject to Estate Recovery when: • 55 year of age or older or • Under age 55 and: • Reside in a nursing facility, an intermediate care facility for the intellectually disabled, or a mental health institute, and • Cannot reasonably be expected to be discharged and return home.

  10. IOWA HEALTH AND WELLNESS PLAN Application Process • Applicants will follow the normal application process. • Based on the rules built into ELIAS, eligibility for the correct coverage group will be determined.

  11. IOWA HEALTH AND WELLNESS PLAN Effective Date • State Law reads that the effective date of eligibility is the month following the month of application with no retroactive eligibility. • The applicant must still meet all other eligibility requirements. • The effective date and retroactive eligibility are contingent on CMS approval.
