  2. In the beginning… • In face of California’s budget crisis CFA offered to extend the contract • Made more sense to fight together for funding than fight each other at the bargaining table

  3. Chancellor’s Response • NO! • Management has “operational needs” • Changes in the CSU in recent years + take backs will transform: • the CSU as a public university • the faculty’s role in the university • the fundamental “job” of being a faculty member

  4. CFA’S BARGAINING PROPOSALS • Resist the Chancellor’s vision for CSU and his take-backs • Shape a different vision: Professional working conditions and reasonable learning conditions are essential for quality education. • Five values in our contract that are key to providing quality higher education

  6. CFA PROPOSALS • Faculty decide the pedagogically appropriate sizes for classes • The contract enforce those class size limits • If class sizes exceeded faculty should be compensated

  7. #2No Privatization of the CSU California needs a university that is public and affordable

  8. CSU Initiatives and Trends • Driving more courses and programs to extension • Move toward “for profit” model • Lower pay and no benefits for teaching in extension – “piece work” • Students pay more; faculty earn less

  9. CFA PUSH BACK PROPOSALS • Regular academic year pay and benefits for all for-credit summer and extension courses • Recognize academic freedom for all faculty work, including extension and online education

  11. CFA Proposals • Increase tenure-track hiring • Maintain three-year and unconditional full-time lecturer appointments • Prevent contracting out of CSU faculty work

CFA Proposals • Equal rights for counselors, librarians, coaches: • No segregation of coaches into a separate article • FERPing rights for tenured counselors • Assigned time for tenure-track/tenured librarians with research or service responsibilities • Fee waiver for all faculty for all children up to age 26 • Reject the Chancellor’s proposal to forbid use of fee waivers for CSU doctorates

CFA PROPOSALS • Support for faculty leave programs • Increase opportunities for sabbaticals and other leaves • Respect for shared governance and the faculty’s role in educational decisions • CFA proposals guarantee faculty control over curriculum and over academic and professional standards • No contracting out!

CHANCELLOR'S PROPOSALS REJECTED BY CFA • Expand campus President’s ability to deny sabbaticals • Weaken the authority of an arbitrator in RTP cases • Raise the burden of proof for faculty in RTP grievances • Eliminate the principle of “innocent until proven guilty” for faculty suspended without pay for more than 30 days • President not faculty determines number of classes in which faculty will be evaluated • All non-CSU employment reported annually to management.

  17. CSU PROPOSALS: NOTHING NOW; LESS LATER • No salary increases in 11/12 • Reopeners that would allow for reductions in salaries AND benefits in 12/13 and 13/14

CFA SALARY PROPOSALS • Implement year 2 of the Equity Program for Associate and Full Professors • 1% General Salary Increase 2011/12, 2012/13, 2013/14 • Increase GSI to 5% in first year that CSU gross operating budget reaches budget request for 08/09 • Service Salary Increase each year for eligible faculty

  19. We must reject a contractthat would: • Usher in a lower-quality CSU • Diminish the role of faculty in the university • Degrade the profession for our colleagues, our students, and the CSU
