High Risk Rural Roads Program 5 Years worth of funding authorized in SAFTEY-LU Project selection to be based on crash rates to address high crash rate locations ALDOT Chief Engineer made the decision to allocate all HRRRP funding to the counties $2,000,000.00 allocated per year 90% Federal Aid 10% County Match

High Risk Rural Roads Program Program Committee comprised of ALDOT County Transportation Bureau, Alabama Section FHWA and County Engineer’s Representatives FHWA agreed to allow HRRRP projects to be performed by county forces Some projects let to contract through ALDOT Some projects performed by county forces (counties just reimbursed for materials)

  4. FY 2006 & FY 2007 High Risk Rural Roads Program Alabama had no crash rate data available FY 2006 & 2007 funding combined (while crash rate data collected) Project selection criteria waived by FHWA during this time period Each county allocated $30K per year for a total allocation of $60K

  5. FY 2006 & 2007 High Risk Rural Roads Projects 64 Projects Approved $ 3,845,895.65 Federal Share (of $4 Mill) $ 737,438.29 (EST) County Share $ 4,583,393.54 Total Unused funds rolled over into FY 2008 pool Vast majority of projects consisted of lane striping

  6. High Risk Rural Roads Program Crash data was collected Statewide crash rate was established for rural roadways Years 3-5 were open-competitive (crash rate selection criteria utilized) (no automatic allocation per county)

  7. High Risk Rural Roads Program • Crash data was reviewed to: • to determine the number of locations that exceeded the statewide crash rate • (2) To determine the number of locations that experienced high Class A Injuries and/or Fatalities

  8. FY 2008 High Risk Rural Roads Program Candidate projects had to have a total number of Type “A” injury and/or fatality equal to or greater than “4” for any one year within the past three years.

FY 2008 High Risk Rural Roads Projects 18 Projects Approved $ 1,591,604.45 HRRP Federal Share (of $2 Mill) $ 531,100.68 HSIP Federal Share $ 235,856.11 County Share $ 2,358,561.24 Total Unused funds rolled over into FY 2009 pool Projects consisted of lane striping, pavement markers, sign installations, paved shoulders, and super-elevation correction in curves

  10. FY 2009 High Risk Rural Roads Program Candidate projects had to have a total number of Type “A” injury and/or fatality equal to or greater than “2” for within the past three years.

FY 2009 High Risk Rural Roads Projects 16 Projects Approved $ 2,286,195.77 HRRP Federal Share (of $2 Mill) $ 262,096.00 County Share $ 2,548,291.77 Total Unused funds rolled over into FY 2010 pool Projects consisted of lane striping, pavement markers, sign installations, paved shoulders, and super-elevation correction in curves

  12. FY 2010 RESCISSIONS SAFETY-LU expired September 30, 2009 Federal Aid rescission took effect September 30, 2009, removing approximately $1.28 Mill of HRRRP allocation in SAFETY-LU Therefore, originally there was no FY 2010 HRRRP

FY 2010High Risk Rural Roads Program FY 2010 recissions were restored Chief Engineer Vaughn pledged up to an additional $2 Mill of HSIP funds for use within the HRRRP Result was $6 Mill for use in the 2011 HRRRP Three project types were allowed 1: regular crash-rate driven applications 2: Unshielded Bridge Ends 3: Sign Sheeting Upgrades

  14. FY 2010 High Risk Rural Roads Program Regular “crash-rate driven” candidate projects had to have a total number of Type “A” injury and/or fatality equal to or greater than “2” within the past three years.

FY 2010 High Risk Rural Roads Projects 25 “Regular” Projects Approved $ 1,188,723.20 HRRP Federal Share (of $2 Mill) $ 297,180.80 County Share $ 1,485,904.00 Total Unused funds rolled over into sign upgrade pool Projects consisted of lane striping, pavement markers, sign installations, paved shoulders, and super-elevation correction in curves

  16. FY 2011 High Risk Rural Roads Projects 16 Sign Upgrade Projects Approved $ 196,431.52 HRRP Federal Share $ 49,107.88 County Share $ 245,539.40 Total

  17. FY 2010 High Risk Rural Roads Projects 44 Unshielded Bridge End Projects Approved $ 1,013,160.25 HSIP Federal Share $ 112,573.36 County Share $ 1,125,733.61 Total Chief Engineer Vaughn approved all project applications on roadways with at least 500 ADT

  18. FY 2011High Risk Rural Roads Program FY 2011 Call For Applications has been developed Again, three project types will allowed 1: regular crash-rate driven applications 2: Unshielded Bridge Ends 3: Sign Sheeting Upgrades
