1. NordREG Workshop at Arlanda 27.jan 2010 DRAFT 23.01 Harmonized retail Markets Nordenergi is organising the work and establishing two TFs

The political target for this phase: As a next step Nordic energy ministers have asked NordREG to prepare, before the next ministerial meeting in spring 2010, a detailed implementation plan of the required moves that must be taken to achieve this goal. NordREG will actively participate in this process.
NordREG :
- NordREG finds that the preparation of a detailed road map requires active cooperation of all relevant stakeholder groups.
3. Nordenergi about the roadmap Nordenergi welcomes the possibility to take an active role in the process on a Nordic level.
Important to have a common understanding of the level and the goal of harmonization that shall be reached within the timeframe decided.
Important to have a common understanding of the processes towards the harmonized marked including a time schedule.
Important to decide roles and the business model at an early. ( Dual / single contact point, CUS, settlement and balance responsibilities )
Low costs for development and implementation of harmonized routines should be given the highest priority.
4. Nordenergi framework and preparations
Preparations done by Nordenergi Retail group:
- Preparing for two task forces
- Terms of reference for TF Customer Interface and TF
Data Exchange. ( Distribution in the meeting ) .
- Members of the TFs from each country
- Time schedule for the work in the TFs and reports to the Nordenergi Steering group.
Nordenergi have prepared participation and would like to contribute in the work of both TF Balance and Settlement and TF Target Model
5. Terms of reference for TF Customer Interface Aim is to consider which market model is the most effective and suitable on such for a common market.
The objectives of the task force will be:
Use the customer angle as a central starting point.
Consider possibilities and threats, also from a future European perspective.
Political will and direction.
Consider pros and cons with today´s model.
Pointing out possible changes in todays market model.
Analyzing today´s model considering the future electricity market. Map existing model and potential new model against future needs (DES, EV, energy efficiency,
).
Alternative future models including changes without a change of model
Assess models process-by-process.
Analyze how the different models would support the unbundling requirements.
Assess how other key design solutions, e.g. regarding data exchange architecture interlink with the customer interface alternatives (impact on overall efficiency, possible prerequisites for a specific customer interface model etc).
Consider if it is possible to keep both supplier-centric and present customer interface models available.
6. Terms of reference for TF Data Exchange The objectives of the task force will be:
Analyze which message formats should be used in the future and propose a plan for stepwise implementation
Analyze the role of datahubs and communication-infrastructure (including access to the relevant customer data and message sending protocols)
Analyze the future message-content for different processes
Analyze the future message-content for consumption-messages
Analyze the future timeframes for message sending for different processes
Consider the future, post-harmonization development of data exchange on Nordic level (eg. a needed formal structure of co-operation).
Fore each objective it should also be analyzed to which degree harmonization is needed.
Some of the objectives are challenging and the task force therefore in these cases may indicate a timetable for establishing the analyses rather than making the full analyses itself.
7. Nordenergi time schedule January 27 - Kickoff for work in TFs.
February 17 - Workshop NordREG Status from the TFs
March 1 - reports from TF to Nordenergi CRM group
March 3 - meetings in the Nordenergi Co group and Steering group
March 12 - Recommendations from Nordenergi to NordREG
