RMS Phase 2 • For Program Year Ending August 2004 • Participants - One Level 3 incident with the Protective Relay and Remedial Action Scheme Misoperation Criterion. • For Program Year Ending August 2003 • Non-Participants - One Level 1 with the Certification of Protective Relay Application and Settings Criterion.

  5. RMS Monetary Sanctions • Phase 1 for Program Year ending August 2004 - $35,563 • Phase 2 for Program Year ending August 2004 - $3,900 • Phase 3 for the current calendar year - $217,659

  6. Unscheduled Flow Criterion • Members are expressing concern about the RMS Unscheduled Flow Criterion and the use of WEBSAS. • To resolve the concerns UFAS has recommended: • Clarify which contributing schedules are subject to curtailment. • Limit curtailment requirements to with a transmission distribution factor of at least 5% on the qualified path

  7. RMS Participants Subject to Sanctions for Noncompliance (December 2004) • New RMS Signatories • Sacramento Municipal Utility District • 19 Entities have signed Generator Agreements with Bonneville Power Administration, PacifiCorp, and Southern California Edison Company • 66 RMS Signatories

RMS Participants Subject to Sanctions for Noncompliance (July 2004) • 25 out of 34 Control Areas • Nine Transmission Operators that are not Control Areas and 35 Generation Owners are RMS Participants. • Two Control Areas have included the RMS Agreement in their rate tariffs adding 106 additional Participants. • RMS Participants Account for: • 167,000 MVA of Generation (82%) • 92% of WECC Control Area Load

  9. Outstanding Issues • Contract issues have arisen with LDWP regarding its requirement for approval of the RMS Agreements and amendments by the City Council and Board of Water and Power Commissioners. • The WECC staff is working with LDWP to resolve the issues.

  12. Reliability Compliance Committee (RCC) • Two RCC appeals were made during 2004. • First Appeal: The RCC ruled that the Participant demonstrated excuse of performance. • Second Appeal: The RCC sustained the staff recommendation that excuse of performance was not demonstrated.

  13. 2004 RMS Refund of Sanction Dollars • Sanctions collected during current calendar year of 2004 is $84,200. • RMS Expenses for the current year are $215,341. • There will not be any 2004 sanction refund against the 2005 dues assessment.

  14. NERC’s Interim Guidelines for Reporting and Disclosure • June 15, 2004, NERC approved new Guidelines for Reporting and Disclosure • Effective July 1, 2004, NERC will post on its website • Final NERC readiness audit reports, • Violations of NERC and regional reliability council (WECC) reliability standards including RMS, and • Summary compliance reports of region and NERC’s compliance activities

  15. Consent Agreements • A Consent Agreement was sent to all RMS Participants • WECC members who signed RMS Agreements with WECC • Entities that have signed RMS Generator Agreements with Transmission Operators • WECC members who are subject to the RMS Agreements through control area electric rate tariffs.

  16. Conclusion • The RMS Program is in its 6th Year of Operation • The Number of Participants Continues to Increase • The Program has been a Model for Other such Programs across North America • WECC Members are to be Commended for making the RMS Program a Success
