What is The Future Horizons Programme ? Non Military run programme – 1 year trial Open to ESL’s from ITC and surrounding Catterick area Opt In to programme for continued support after discharge Helping transition – Cobseoobjectives Focussed on Employment Partnership model made up of Cobseo members, commercial welfare to work companies and other 3rd sector organisations
Early Service Leavers - ESL Early Service Leavers (ESL) are defined as Service Leavers (SL) who are discharged: Compulsorily from trained or untrained strength and lose entitlement to any resettlement provision OR At their own request from the trained or untrained strength, having completed less than 4 years’ service
What is The Future Horizons Programme ? • Based in Hook Coy – linked into the existing process • 2 Advisors – interviewing ESL’s pre discharge • Assessment of needs – registered on the systems • Central Employment Team track progress • 3 Stages to the programme – no immediate help required – standard job finding support – more complex support needs • Evaluation team track progress • Final evaluation report in February 2013

Made up from leading organisations in the industry RFEA providing stage 1 and 2 of the programme Linked into the existing Career Transition Partnership Stage 3 providers to provide geographical coverage A number of local initiatives linked into the programme More and more interest from other partners as the programme progresses

Measuring Success Capturing valuable data on ESL demographic profiles and needs Employment Outcomes Training & Education Outcomes Critique of the consortium model Quantitative & Qualitative data collection All to inform future recommendations for the MOD
Progress / Early Findings • Agreed Pathways in place – Working well • 99% opt in rate • 500 + opted in – 9% trained staff • 15% Stage 1 Provision - 15% Stage 3 Provision • Stage 2 -70% - capacity requires an uplift to deal with the flow • SEC’s report improved engagement with ESL’s
Progress / Early Findings • Initial outcomes looking very promising • Client feedback generally very good • ESL’s want to work but lack confidence and doubt their transferable skills • Attrition rates very acceptable although on-going engagement once discharged is difficult • Circa 47 % employed - 60% evaluation cohort • Model easily replicable in other areas
Building For Success • Priority in terms of timescales • Funding Options – Short – Medium - Long • Agreeing a Model / Concept – Expansion • Linking into wider Cobseo developments • Securing partner buy in • Interim feedback & outcomes crucial • MOD Support & data exchange issues require further discussion
