Admin Council Job Descriptions Duties of the President (and President-Elect) • Preside at meetings of the congregation and Administrative Council • See that the constitution, bylaws, and continuing resolutions are maintained. • Work with the pastor and the Administrative Council to formulate goals and policies to fulfill the purpose and mission of the congregation. • [President Elect] Serve as a member of the Finance Committee for a term of one (1) year

Admin Council Job Descriptions Duties of the Treasurer (and Treasurer-Elect) • Have custody of the funds of the congregation. • Receive and disburse funds in accordance with decisions of the congregation and Admin. Council. • Maintain appropriate accounts and records to meet the needs of the congregation. • Submit a written monthly report to the congregation and an annual report to the congregation. • Serve as an ex-officio member of the Finance Committee.
Admin Council Job Descriptions Duties of the Administrative Council Include the Following: • To lead congregation in stating its mission, shepardlong-range planning, set goals &priorities, and evaluate activities in light of its mission/goals. • To seek to involve all members of this congregation in worship, learning, witness, service, and support. • To oversee and provide for the administration of this congregation to enable it to fulfill its functions and perform its mission. • To maintain supportive relationships with the pastor(s) and staff and help them annually to evaluate the fulfillment of their calling or employment. • To be examples individually and corporately of the style of life and ministry expected of all baptized persons. • To promote a congregational climate of peace and goodwill, and, as differences and conflicts arise, to endeavor to foster mutual understanding.
Obtaining Funds: How Does My Group Get Money? • There are several ways for a ministry team to get the money they need for the works they want to contribute to Creator. They are: • Have a Fundraising event. • Preplan your needs and submit them to the budget process required for your team. Budgeting should be done only for expenses that will not be covered in other ways, such as fundraising, good will offerings or donations by team members. • Go to the leader of a group that has an existing budget and request funds from them. As each Ministry Team has a preset budget each year, this may be very difficult. Remember that the budget for each Team has been approved at the congregational meeting by the entire body of Creator and reflects the church’s priorities.
Budget Procedures • Finance Committee gives all groups a copy of the current year budget timeline, last year’s budgets, trailing 12 month actual expenses, and a budget worksheet to complete in accordance with the provided timeline. • The Finance Team will review the worksheet requests and provide a summary and recommendation to the Administrative Council in accordance with the established timeline. • The Administrative Council will evaluate the requests, taking into consideration total need and anticipated giving. • The Administrative Council, working with the Finance Team and Ministry Team where needed, will determine a final budget in accordance with established timeline. • A Budget Hearing will be conducted in accordance with the established timeline. This is where ALL discussion should be conducted. Any unresolved items will be forwarded to the Administrative Council. • The Administrative Council will resolve all items and provide resolution to all associated parties. Final Budget determined. • Final Budget presented to congregation at the January annual meeting. This is a celebration and should contain very little discussion.
To apply for a budget: • The budget process begins with a solid plan for the year. Meet with your Ministry Team and determine the activities & projects you need to support Creator's Ministry. • Provide your request(s) to Finance in accordance with the established timeline using the Budget Worksheet that follows. Due to financial constraints, there is no guarantee you will get all or even part of your budget. • Remember: Budgets should be reserved for items that will not be covered elsewhere, such as from the proceeds of a fundraiser, good will offerings during the event or donations by team members.
