Presentation Objectives Participants will gain knowledge and understanding of the most frequent non-compliant English Learner (EL) Program items through the California Department of Education’s (CDE) Federal Program Monitoring process.
As a recipient of federal and state funds, the CDE is mandated to monitor categorical programs including EL Programs in Local Educational Agencies (LEA). Monitoring
Monitoring • California conducts annual monitoring of LEAs both onsite and online. • In 2011-12, approximately 62 online and 62 onsite reviews will be completed.
Program Instruments The monitoring tool for each categorical program contains statutory requirements arranged under seven general dimensions.

Top Five, Most Frequent Non-Compliant EL Findings for 2010-11 #5 II-EL 05. the LEA properly identifies, assesses, and reports all students who have a primary language other than English.
Top Five, Most Frequent Non-Compliant EL Findings for 2010-11 #4 III-EL 10. Adequate general fund resources are used to provide each English learner with learning opportunities in an appropriate program, including English language development, and the rest of the core curriculum. The provision of services is not contingent on the receipt of federal or state categorical funds.
Top Five, Most Frequent Non-Compliant EL Findings for 2010-11 #3 VII-EL 20. Each English Learner receives a program of English language Development in order to develop proficiency in English as rapidly and effectively as possible.
Top Five, Most Frequent Non-Compliant EL Findings for 2010-11 #2 II-EL 7. For all programs funded through the Consolidated Application including programs for English learners, Economic Impact Aid and Title III and operated at the school, the school site council annually develops, reviews, updates and approves the Single Plan for Student Achievement, including proposed expenditures.
Top Five, Most Frequent Non-Compliant EL Findings for 2010-11 #1 I-EL 02. A school site with 21 or more English Learners has a functioning English Learner Advisory Committee.
