With the Elimination of the BOR • With the elimination of the Board of Regents, or BOR, , we now have local employer status effective January 7, 2003 • Still considered a public corporation • UF, however, must establish its own policies and procedures separate from old state or system rules that no longer apply
With the Elimination of the BOR • New pay plans have been introduced: • Academic Personnel • TEAMS
TEAMS Transition • TEAMS stands for Technical, Executive, Administrative, and Managerial Support • All A&P positions became TEAMS automatically on 1/7/03 • USPS employees had a choice • About 1200 joined as of 1/7/03 • All new staff hires (non-OPS) starting 1/7/03 are in TEAMS
For USPS … • USPS employees have continued opportunities to join TEAMS • Quarterly enrollment dates • March 1-31, effective April 11 • June 1-30, effective July 18 • September 1-30, effective October 10 • December 1-31, effective January 16 • Decision to join TEAMS is final
TEAMS • Consistency is the major advantage of the new program • TEAMS is similar to the old A&P pay plan • Earn 6.769 hours of annual leave and 4 hours of sick leave (full-time) • Maximum annual leave accrual of 352 and cash out upon termination • Notice of appointments
Current USPS Employees • Status stays with employee • If a USPS employee promotes, reassigns, or demotes to another position on campus • Stays USPS • Unless position used to be A&P or is in a TEAMS-only classification • The decision to move to TEAMS is the employee’s decision and is final • Can’t be forced via reclassification or upon P/R/D
USPS and TEAMS • Moving forward, UF positions (formerly USPS) may still be filled by USPS or TEAMS employees if an internal candidate is hired • If someone new to UF is hired, must be as a TEAMS employee
Upon Hire • As in the past, USPS employees who change classifications (promotion, reassignment, demotion) serve probationary periods if they’ve never been in class before
Upon Hire • Upon hire at UF, TEAMS employees • Serve probationary period if non-exempt • Are issued an initial appointment (6- or 12-month) if exempt • Upon P/R/D, TEAMS employees receive annual contracts • Non-exempt and exempt alike
A Word About Exempt vs. Non-Exempt • Exempt and non-exempt refer to UF’s obligation, under federal law, to compensate for overtime • Both TEAMS and USPS have exempt and non-exempt job classifications
Accrued Leave USPS -4, 5, or 6 hours of annual leave -4 hours of sick leave (Fulltime) -240 maximum accrual/cash out of annual leave -Non-exempt eligible forovertime, special comp -Exempt eligible for regular and special comp TEAMS-6.769 hours of annual leave -4 hours of sick leave (Fulltime) -352 maximum accrual/cash out of annual leave -Cash out of up to 16hours of annual leave each December -Non-exempt eligible forovertime, special comp -Exempt not eligible Must EnrollThis Septemberfor 12/03 Benefit Parental, medical, and military extendedleaves of absence also are still available. No changes have occurred to the Sick Leave Pool (faculty and staff). Administrative leave is still beavailable, including up to 2 days inthe event of the death of an immediatefamily member for USPS and TEAMS
Personal Days Must EnrollThis Septemberfor 12/03 Benefit USPS -One 8-hourpersonal holiday each fiscal yearupon achievingpermanent status in the USPS (fulltime) -Use it or lose it TEAMS-Four 8-hour personalleave days (fulltime) -To be used between December 26 and 31each year -Essential personnel for24/7 operations:Use them or lose themby end of fiscal year
Retirement USPS -Florida Retirement System -PEORP -DROP -Insurance benefits IncludingSpouse Program TEAMS-Florida RetirementSystem -PEORP -ORP (if previously eligible) -DROP -Insurance benefits Including Spouse Program Employees currently in DROP mayjoin TEAMS. Leave cash-out agreements will remain the same as upon joining DROP.
Employment Agreements USPS -Probationary period -Permanent status -New prob. period when classification changes -Can be terminatedfor just cause TEAMS-6-month, annual,multi-year contract -Notice ofnon-reappointment1st Year 3 Months’ noticeor remainder of app’tAfter 1st Year 6 Months’ notice or remainder of app’t whichever is greater -Can be terminated for just cause
Layoff USPS -45 days’ notice -Recall rights of up to one year -Vacant positions first then may “bump” other USPS employeesin layoff unit -Layoff unit is typically atcollege level TEAMS-45 days’ notice -May not be “bumped”by USPS employees -No “bumping” or recall rights -Non-exempt will use retention point system -Exempt will use years of service alongwith position specificrequirements
