Foreword The Gothenburg Agenda at a glance • Remedies Monitoring: approval of a Report of monitoring of compliance of application of ERG Common Positions • Fixed / Mobile termination rates: approval of the Common Positions on termination rates symmetry within fixed call termination rates and within mobile call termination rates • Wholesale Leased Lines: approval of the Common Position on best practices in remedies • Customer empowerment: included into the 2008 ERG work • PT Structure and PRDs: approval of the 2008 structure • 2009 Chair appointment
Remedies Monitoring • In its Statement on the Development of ERG (ERG (06) 51), ERG has committed to putting in place a system to monitor the application of its Common Positions. • Report on Monitoring of compliance of application of ERG Common Positions: • First trial on the Broadband CPs (ERG (06) 69rev1 and 70rev1) • Lessons learned and next steps • New action plan on the VoIP CP implementation: • Drafting of a questionnaire • Development of a timetable for review
Fixed/Mobile termination rates (i) • The Common Position on Symmetry has been approved: • Consultation: • 17.12. – 25.01. extended consultation period • More than 30 inputs • Late inputs received in the last week of February could not be considered anymore • Final document: • Changes in the CP due to comments • Key content of the CP: path towards symmetry, asymmetry only on an exceptional basis and only for a transitory period • Report on the consultation reflecting the inputs also available
Fixed/Mobile termination rates (ii) • Further work on MTR / FTR: • Proposed content of the upcoming Common Position on harmonization of the costing / price control remedy for MTR • focus on reducing discrepancies in implementation of cost-orientation, harmonizing the principles • explore future regulation • A new joint Task Force has been established • to deal with MTR and FTR joint issues and with problems of convergence of termination rates • to accompany the Commission work on the Recommendation on fixed and mobile termination rates
Wholesale Leased Lines • The Common Position on Best Practice in Remedies Imposed as a Consequence of a Position of Significant Market Power in the Relevant Markets for Wholesale Leased Lines has been approved: • Consultation: • Only 4 inputs received • Final document: • Changes in the CP due to comments • Report on the consultation reflecting the inputs also available
