DIGITAL DIVIDEND Draft Opinion and Position Paper • Coordinated approach at EU level for 800 Mhz band • The importance of acting now, • Guiding principles • service and technology neutrality • harmonised technical standards • Member States coordination • Public consultation on the draft opinion RSPG is committed to provide input to the Commission in order to best define a roadmap for Europe
WIRELESS BROADBAND Position Paper • The lack ofspectrum does not prevent the deployment of broadband services (esp. below 1 GHz) • Importance of removing unnecessary restrictions on the use of available spectrum • Need of collecting reliable and comparable data across the EU • Avoid introducing distortions in the competition between platforms if project benefit from subsidies Clear guidance for the future orientation of the EU’s spectrum policy regarding spectrum for wireless broadband
COORDINATION OF EU SPECTRUM INTEREST Draft Opinion (Part 1 & 2) • the importance to identify possible improvements to the process of coordination • the way in which WRCs are prepared • experience since 1995 • RSPG draft Opinion and Recommendations on how to improve the EU coordination in such instances • list of main themes of the WRC-11 which are of particular interest for the EU policies • public consultation Towards a more finely-tuned approach to present European interest at international spectrum forums
