ERF is governed by the principle “Equal Pay for Equal Trainings and Experience” (MECS Order No. 33, s. 1984). A teacher may upgrade his qualifications, meets the requirements and obtains an approved Equivalent Record Form (ERF). This is considered as upgrading of one’s item or upgrading position title and salary. O The approved ERF is a requirement to support the application for reclassification of a present position to the higher position. O The rank list is not a requirement for the ERF application
1. Original, Official Transcript of Records and Special Order and/or certification of graduation duly certified by the school concerned. The basic requirements needed in ERF:
2. Sworn Statement of teacher if studied in private school per Dept. Order No. 12, s. 1962 3. Comprehensive complete Service Record showing the inclusive dates of paid service, salary adjustment/increases granted duly certified by any authorized official. 4. Original or xerox copy of approved ERF if any.
5. Certification from the school concerned regarding the no. of units for graduation in MA if claiming for T1 – T3. If attended more than one school in Masteral secure a certificate from the school where the teacher earned more units.
6. For Head Teacher Position, attached the list of number of teachers to be supervised with item number and see to it that meet the basic requirements stipulated in the Qualification Standards (QS) 7. Duly accomplished ERF.
8. Original certificates of trainings/seminars attended (International, National, Regional and Division Levels) 9. Only teachers with at least VS performance should be recommended for upgrading.

Equivalent Record Form is not required for promotion to vacant position of Teacher I and Teacher II. For Filling up of vacant Teacher II and Teacher III in the DECS may be considered for appointment even with or without approved ERF as long as you meet the basic requirements as stipulated in the Qualification Standard Manual 1995. DECS Order No. 59, s. 2000
Automatic Position Upgrading is hereby defined as adjustment of salary given to Teachers I who have 20 or more years satisfactory teaching service without the need for filing an application to ERF upgrading. The computation of the length of service shall include only the years of teaching experience which were not credited in the computation of step increment due to length of service as provided under Joint CSC-DBM Circular No. 1, series of 1990. DECS Order No. 52, s. 1999
The cut-off date for the approved ERFs is hereby waived. However, the requests for salary adjustments of teachers with ERFs approved in the prior years which have remained unimplemented to date shall be given top priority. DepED Order No. 44, s. 2006
The following indicates the number of credits allowed each area of equivalent training, upon the basis of which a teacher may be given the proper pay ranges placement if the total of such credit allowances reaches the standard requirement for the corresponding preparation level. Areas of Equivalents – Credit Allowances
Areas Credit Allowances 1. Professional study in government recognized educational institution or in accredited school abroad. 2. Workshops, seminars conferences and educational conventions. as many units prescribed for the course taken and passed 1 unit for every 25 hours attendance
3. Educational travel with report submitted thereon. 4. Participation in community assemblies, home demonstration, undertaken outside school hours (Work Experience) 2 units per 6 months of travel 1 unit per 30 hours of participation
5. In-service training courses for which no formal awards of credit is made (only in-service training w/ a corresponding source of authority for holding the activity). 6. Teaching experience in regular assignment in Public Schools. 1 unit per training period of not less than one week 1 unit for every 3 years
7. Teaching experience during summer term in government summer schools. 8. Teaching experience in private schools ½ unit for every course of 3 units taught 1 unit for every 5 years
9. Authorship-original research work, provided the dissertation is not used to fulfill the requirements for a degree. 10. Administrative and supervisory experience in public schools Administrative and supervisory experience in private schools 5 units 1 unit for every 2 years 1 unit for every 4 years
ERF could be evaluated as Teacher II and Head Teacher II: 1. 20 units in M.A. Range Assignment BSE + 20 2. 20 years of service in teaching in the public schools (if not granted for step increment) Range Assignment BSE + 20 3. Combination of units earned in M.A. and seminars attended Ex. 15 units MA 20 units M.A. = BSE+20 5 units in seminar (125 hrs) 20 units = BSE+20 Ex. Range Assignment BSE + 20 Processing of ERF
Teacher III and Head Teacher III: 1. Master’s Degree in Education Ex. Range Assignment M.A. 2. CAR + 150 hrs in seminars conferences and trainings attended (Division, Regional, National and International) to equal the required units to finish MA Degree in the School/College last attended. Ex. Range Assignment M.A. Equivalent
3. Bachelor’s degree for teacher or equivalents plus M.A. units with a total required number of units to finish MA Degree in the School/College last attended. Ex. Range Assignment M.A. Equivalent
