Meetings to be split in two sections: • Policy section – • develop policies and documentation on specific topics • Added value section – • roundtable discussions • presentations by experts • discussions / networking with airlines, associations, etc… • A combination of two of the below will present/speak at each meeting • One Airline • One airport – during round table (possibly the host) • One forwarder / handler • One regulator • Communication to all members to be done including: • Specific marketing of « New Cargo SC » • Marketing / information sent to all ACI membership • Press releases on events results of meeting – PR to go to Cargo specific press • Joining meetings with major cargo events • ACTIONS: • Develop the “priority topics” list • Develop list of cargo airports to invite to join Cargo SC • Develop communications “Action List” for ACI
CARGO SCACTIONS – TUESDAY 13 September: • Finish the Mission Statement • Finalize: • Targets/ Objectives • Priority items list • Develop a list of “target” airports for communications • ACI regular members • TIACA airport membership • Develop a proposed communications plan “straw man” • Official letter • Promotional brochure/document • Website
High Priority: • Demonstrate the positive economic impact of Cargoon the airport and their local community • Influencing and harmonizing regulations pertaining to the facilitation of cargo movement • 2.1 Security • Sustainable and cost friendly security procedures • Avoid mode diversion • Remote security screening centre • 2.2 Liberalization and traffic rights • Increased market access • Separating PAX and Cargo rights • Promoting the usage of 5th, 6th and 7th freedom rights for Cargo • 2.3 Mitigate barriers impeding the expedited movement of cargo • improving regulations • expediting clearance of goods • paperless transaction • Pre-security clearances • Continuing Priority: • Monitoring and influencing developments in ICAO, IATA, other associations/organizations • Maximizing on airport cargo revenue development • Exchange of experiences, knowledge and networking • Review of the ACI Policy Handbook • Quality of service benchmarking - KPI
Action/work items / outputs: • Development of the ACI Air Cargo Manifesto – to include best practices, recommendations, guidelines, etc… on the cargo industry • Development of the Ideal Process Flow for Cargo – drafted in cooperation with other leading industry associations • Continuous review of policy handbook • Develop a Cargo benchmarking process for ACI airports • Develop/increase the membership of the committee according to the “Guidelines for world standing committees and other bodies” • Mission statement (general parameters): • Emphasis of the economic impact of cargo on the local community • Give all ACI members tools to develop a strategic plan to reap the benefits of cargo and to strive for improving the removal of barriers impeding the movement of cargo • Influence the regulatory controls to ensure the continued growth of air cargo • Contribute to the facilitation the economic growth of remote regions • Facilitate world trade • Develop relevant policy and guidelines for ACI membership in respect to all of the above.
Mission statement: • To provide all ACI members with the appropriate expertise to develop a strategic plan to maximize the benefits of global air cargo and to strive to improve the removal of barriers impeding the fluid movement of air cargo thereby contributing to the economic development of the airport and its surrounding areas. • Objectives: • Influence the regulatory controls to ensure the continued growth of air cargo • Facilitate world trade expansion • Develop relevant policy and guidelines for ACI membership • Diversification of the revenue stream by making efficient use of the available and/or new infrastructure (during “off-peak” passenger movement times) • Ensure the sustainable development of global air cargo taking into account ACI environmental policies
