  3. SITUATION • The situation has not changed, urgent assistance still needed by the National Disaster Coordination Council (NDCC). The weather remains stable.

CTF Commander’s Mission Statement and Intent MISSION: Assist the Disaster Response Task Groups (DRTGs) in Visayas and Mindanao in the conduct of large scale humanitarian assistance and disaster response in regions 6,7,10 and 13, in order to save lives, protect property and minimize damage. INTENT: Provide all available assistance to alleviate human suffering and restore normalcy.

  27. Phase I: Assess/Respond • CMCC deploys Marine Expeditionary Unit (Special Operations Capable) (MEUSOC) vicinity Bacolod and San Carlos in order to provide immediate support to Regional Disaster Coordinating Council VI. • Response time less than 1 Day. • CMCC serves as SARC

  39. Phase V: Handoff/Redeploy • Republic of the Philippines accepts General Support responsibilities from CJTF • Other national forces redeploy to home station • CJTF stands down

  40. Continuous Supporting Plans • Public/Civil Affairs Theme - “24 Nations here to help the Philippine people recover. Once immediate effects of the disaster are mitigated, the CTF will disband and the Troop Contributing Nations (TCNs) will return home.” • Extended Civil Military Operations Center (CMOC) through Liaison teams

  41. Time Estimates • Timeline: Initial response in 1 day or less. • Phase I complete in 3 days. • II/III (RSOI) complete in 7 days (10 total). • Water needs met w/in 7 days • IV complete in 45 days. (GLOC dependent) • Food needs met in 14 days • Shelter in 30 days. • CTF stands down in 60 days.
