Need for HIV/AIDS Program addressing MSM & TG in South Asia The Asian Epidemic Model estimates that without improved HIV prevention successes • the number of MSM becoming infected with HIV will increase greatly within the next ten years, and that • MSM will form the highest proportion of people being infected with HIV( the 2008 report by the Commission for AIDS in Asia) NATIONAL STI & HIV/AIDS CONTROL PROGRAM

GAPS • Limited evidence or information on MSM and Transgender • No targeted interventions for MSM and Transgender • No capacity to work with MARPS group • The general population survey 2006 showed that 1.7% of all men in urban areas reported same-sex activity in the past year. The rapid assessment on SBN in Thimphu2 found that 2% of men reported that their first sexual partner was of the same sex. • R10 proposal on MARPS submitted
Goal To reduce the impact of HIV and AIDS on men who have sex with men (MSM) and transgender populations (TG) in South Asia This includes reducing vulnerability, and minimizing the risk for further spread of HIV among MSM and TG in South Asia6 NATIONAL STI & HIV/AIDS CONTROL PROGRAM
Objectives • To increase capacity and improve the delivery of HIV-related services for MSM and TG in South Asian countries • To improve the policy environment with regard to MSM, TG, and HIV related-issues in South Asian countries • To improve strategic knowledge on MSM, TG, and HIV-related issues in South Asian countries7
CCM involvement • The Country CCM does not have the oversight role for this project. The Global Fund Secretariat is the sole body that has the oversight role for the regional project • A regional Steering committee will be formed comprising of one/two CCM members from each of the participating countries. Four meetings of the Steering committee will be called, two in person meetings and two through electronic communications. The PR will inform and update the steering committee on the progress of the regional project. NATIONAL STI & HIV/AIDS CONTROL PROGRAM
Activities • NFI 1.1.2a -Training by TA in Bhutan • NFI 1.1.2a Site visits by TA • BHU 1.2.1 Production of BCC materials • BHU 1.1.1 In country training programmes for government/NGO sector providers • BHU 1.1.2 Support a national working group on MSM, TG and HIV related issues(Y2) • BHU 1.1.3 Regional exposure trips to visit MSM, TG, and HIV related organizations • BHU 1.1.4 Participation in a range of national and regional meetings on HIV and AIDS to advocate on MSM and HIV issues
BHU 1.1.5 Participation in regional and global AIDS conferences/meetings (World AIDS Congress, PEPFAR conference, Global Health Conference, ICAAP etc.) • BHU 2.1.1 Convene a national consultation meeting on MSM, TG, HIV, and sexual health for the government and NGO sectors
