  1. EuroBoundaries The project of EuroGeographics for up-dating the European Boundaries Network heinz.koenig@bev.gv.at

  2. The EuroBoundaries Situation (1) • Topographic aspects • EuroRegionalMap • Neighbouring topographic maps • Traffic lines of neighbouring countries • Geodetic aspects • EuroSpec, EUREF, ETRS89 • Administrative frame • SABE • Legal frame required for boundaries • National regulations (responsibilities, legal framework, database) • Bilateral regulations (boundary treaty, definition, documents) • International regulations (European, EuroGeographics)

  3. The EuroBoundaries Situation (2) National Boundaries seen as Administrative Boundaries National Boundaries seen as Administrative Boundaries Administrative, legal part Technical, geodetic part Facts, needs, problems on national, bilateral, international level EuroGeographics (Projects, ExGs, ...) The EuroBoundaries Project Project Management: network, contacts, co-ordination, ... Administrative Issues Working Group (AIWG) Data Model Working Group (DMWG) WP6:Implementation of the EB Project, International use

  4. The EuroBoundaries Situation (3) The EuroBoundaries Project WP1-Project Management: network, contacts, co-ordination, ... Administrative Issues Working Group (AIWG) Data Model Working Group (DMWG) WP6:Implementation of the EB Project, International use Phase 2 of the EB Project Phase 1 of the EB Project: Development WP2-Scope and Strategy: Questionnaire to get info about national situation of boundary data (start May 2005) WP3-EBDB Technical definition: Initial definition of the database(data model, format, maintenance processes WP4-EBDB Prototype: Test of validity, capacity, weakness by the use of actual boundary data WP5-Proof the Concept: Test the EB core concept on selected EG projects (end of phase 1 by Nov. 2006)

  5. Boundary Treaty, Commission, Documents, Use Country A Country B Boundary Treaty definition of the boundary Boundary Commission boundary documents (description, co-ordinates, plan) technical (geodetic) groups National responsibility national co-ordinates for the boundary National responsibility national co-ordinates for the boundary National geodetic database, topographic maps, cadastre, other users Similar situation Boundary Commission, common decisions about details, e.g. co-ordinates, agreed ETRS89 co-ordinates Preparation for ETRS89 Preparation for ETRS89 Common use of the agreed data for maps, cadastre

  6. Aim of the EuroBoundaries Project • Definition of a data model and mutually agreed administrative requirements • Identification of data and data owners • Data formatting and validation • Co-ordinates of boundary points in ETRS89 • Linking boundaries with topographic features according to boundary documents • Definition of points of intersection (traffic lines crossing international boundaries)

  7. EuroBoundaries and EPMT-Requirements • Clarify the contribution to EuroSpec • creation of the EB data model • report about administrative issues • contact between EuroSpec ExGs and EB DMWG • source of EB data for other EG projects, e.g. EGM, ERM • Clarify the requirements and drivers • interoperability between national datasets for seamless pan European data • EB is a technical project and not a political one • Project plan • Data Model first version until end of 2005 • common questionnaire (administrative regulations, co-ordinate sys.) • project plan draft until June 2005 (Vienna meeting)

  8. Next Steps • June 2005: EuroBoundaries Meeting in Vienna (BEV) • meeting of the experts of the WGs and representatives of the project (1 day) • Call for co-operation of interested countries to join EuroBoundaries • Contacts up to now: Norway, Sweden, Finland, Germany, Poland, Netherlands, Belgium, France, Switzerland, Hungary, Austria
